近年來台灣在電子化政府的全球評比當中皆名列前茅，但在一片數位化趨勢潮流，許多民主成熟國家都已經開始發展或導入電子投票，其中更不乏許多國家已經有超過十年以上的電子投票使用經驗，但在台灣卻遲遲未能見到電子投票有所發展或導入，近十年來官方單位的相關研究數量亦相當稀少。且相關學者的研究其切入點往往僅著重於技術面或法規面，並未能從整體的選舉流程加以評估如何導入電子投票，以及透過何種方式加強選民對電子投票的信心度與接受度。
本論文的研究目的即在於提出一適用於台灣的電子投票機制，從電子投票在全球各主要國家的發展以及採用電子投票的方式、電子投票所需考量的資訊安全面向…等，皆在本論文範疇中。同時針對我國既有的選舉流程，提出在最小幅度的變動之下，即能順利導入電子投票，並期望此一構想能做為我國將來實行電子投票的參考依據之一。

In recent years the rating of Taiwan's e-government has come out on top among the world. But in the digital trend, many mature democratic countries have already started to develop or adopt the electronic voting (system); and some of countries have even adopted electronic voting more than a decade. However, it is hard to see any development or research of electronic voting in Taiwan. Over the past decade, the related research among the government’s database is also very rare. In these related research, the starting point is always focus on technical side, but not from the overall of electoral process to assess how to import electronic voting, and through ways to enhance voters' confidence and the degree of acceptance in electronic voting.
The main idea of this paper is to propose a suitable electronic voting system for Taiwan. The research scope of this paper contains the world's electronic voting development and mechanism in many nations, the security requirement for electronic voting system, and so on. At the same time, we hope to introduce the implementation of electronic voting by just making a small change in Taiwan's existing election process. And hoping this idea can become one of the references for the implementation of electronic voting in Taiwan.
