本論文針對國軍停役政策進行研究，探討是否發揮應有之成效。所謂成效指的是停役政策是否能提升工作滿意度及工作表現，主要是以國軍管制役期內之基層軍官A個案進行研究，針對與個案有一定程度相關之軍中各階層人員及一般民眾具等具代表性的5位受訪者，以質化研究之方式實施研究，並輔以各項公開資訊包含立法院公報、媒體報導及各時期相關法規資料等內容進行探討。透過政策形成、規劃及執行等三個自變項，以工作滿意度及工作表現作為衡量指標，來檢視相關政策之成效。本論文經由訪談及各項公開資訊，歸納出下列六點研究發現：第一，停役政策形成未臻周延；第二，停役政策未融入永續思維；第三，停役政策規劃過程封閉；第四，軍中人力資源管理未受重視；第五，研究的個案問題具全面性；第六，停役政策未被重視。另針對研究發現提出六點建議：第一，停役政策形成應有多元討論；第二，停役政策應有永續思維。第三，停役政策規劃應公開透明；第四，軍中人力資源管理應予重視；第五，透過個案檢視全般性問題；第六，正視停役政策之重要性。

This thesis investigates the effectiveness of the military suspension policy by examining whether it has achieved its intended effectiveness. Effectiveness in this context means whether the military suspension policy improves job satisfaction and performance. The study focuses on a junior officer A during his past period of active service in the military. It includes in-depth interviews with five representative respondents from various military ranks and the general public, who have a certain degree of relevance to the case. The research employs qualitative interview method and is supplemented with publicly available information, including legislative reports, media coverage, and relevant regulations from different periods. By evaluating the policy through three independent variables—policy formation, planning, and implementation—using job satisfaction and performance as indicators, the study assesses the policy's effectiveness. There were six research findings. First, the policy has not been fully developed. Second, the policy does not incorporate sustainable thinking. Third, the policy formulation process is closed. Forth, military human resource management was not given adequate attention. Fifth, the case study exemplifies a broad issue. Sixth, the policy has not been given adequate attention. There were six recommendations based on the research findings. First, The formulation of policy should involve diverse discussions. Second, the policy should incorporate sustainable thinking. Third, the policy formulation process should be open and transparent. Forth, the human resource management in the military should be prioritized. Fifth, use case studies to address systemic issues. Sixth, acknowledge the importance of the policy.
