社會的進步突顯出都市空放空間的重要性，都會公園的出現帶給民眾在休閒遊憩上的新選擇，設施的良窳與否決定了環境的塑造是否成功。因此，透過對使用者和環境間互動的探討以及設施使用的評估可以清楚看出在營運階段所產生的問題，進而適度的調整與修正。
本研究首先透過文獻回顧，瞭解台灣公園綠地的發展沿革，確立國內都會公園在公園綠地體系中「區域性服務設施」的定位；再者，由國內外都會公園發展概況的探討與比較中發現，由於地理條件和社會文化上的差異，國外的都會公園發展出多元的型態，可提供台灣都會公園在日後發展方向上的參考建議；而在調查進行時，本研究運用觀察法、問卷調查以及訪談，對台中都會公園體能活動區內使用者行為與設施的使用情形進行調查和記錄，進而由問題的發掘和課題的釐清擬定都會公園以及體能活動區發展的規劃設計準則，提供作為改善或類似活動區設置上的參考依據。
由研究調查結果可以得到以下對現有體能活動區的幾個結論：
一、對使用需求認知的不足使得體能活動區設施使用族群受到侷限
二、休憩設施的缺乏和植栽遮蔭的不夠完善導致現有設施使用率偏低
三、活動區範圍界定不明和動線紊亂造成設施可及性降低
因此，本研究針對都會公園原有的配置提出新的規劃設計構想並考量環境、設施以及使用需求等面向擬定出體能活動區的規劃設計準則，要點如下：
一、體能活動區應滿足民眾的空間需求並促進人與環境間的互動
二、體能活動區必須注意活動分區的配置以及充分發揮設施的功能與效用
三、體能活動區的設置是以營造整體、安全、舒適的環境為依歸

The rapid social development reflects the importance of urban open spaces. The appearance of the Metropolitan Park gives people different choices in recreation. Whether the facilities are good or bad decides the space construction is successful or not. Hence, by discussions of the relationship between users and environment, the evaluation of facilities using, we can clearly find out what problems appear in the operating stage and then appropriately make corrections and adjustments.
First, we review the documents to learn the course of changes and developments of park in Taiwan, to make sure the fixed position of regional service facility for metropolitan parks in the internal park system. And then discuss and compare with those foreign metropolitan parks, we can find out that as the result of different geographical features and social cultural conditions, the foreign metropolitan parks develop various types and can give some directional suggestions to our metropolitan parks in the future. Moreover, we adopt the observation method, questionnaire investigation and interviews to make records of using behaviors and how the condition users use the facilities in the play and fitness area inside the Tai-Chung metropolitan park. By means of problem searching and topic defining, we draw up the planning and design principles and the principles will be supplied for the basis of adjustments or setting up similar activity zones.
From the investigation results, we come to some conclusions as below:
First, insufficient recognition of people’s demand makes the users of the play and fitness area limited. Second, lack of rest facilities and plants that provide shadows cause those facilities low-utility rate. Third, the blurred edge of this area and disorder using routes makes those activity facilities unaccessible.
Therefore, we give some new planning and design concepts to rearrange the site plan of the physical activity area and draw up the planning and design principles in connection with environment, facilities and the using demands, finally come to the statements as follows:
First, the physical activity area should meet the space demands for people and promote the relationships between people and environment. Second, we should carefully arrange each division and make the most use of all facilities. And finally, the target of setting the physical activity area is to build a clearly definite, safe, and pleasure recreational space.
