為討論產業策略對於地方發展影響成效,本研究嘗試理解成長中心策略對地方發展影響現象。考量過去成長中心策略研究多討論總體發展現象,文中將發展階段依據因果累積循環理論內涵區分為四階段發展影響進行討論;並就成長中心進行分類,解析不同種類成長中心、不同產業類型之成長中心與不同規模成長中心在一定發展進程時間內各階段發展現象,期待從驗證經驗觀察各成長中心對於地方不同階段發展效益,以提供既有產業帶動地方發展規劃經驗參考。
本研究選定林口特定區進行驗證分析,就不同成長中心種類選定工業區與醫療中心為研究對象,同時就工業區特性進行不同產業類型成長中心(工二、工三工業區與工四、工五工業區)、不同規模之成長中心(工二與工三工業區),觀察民國70年至民國95年地方發展現象。研究工具則選定敘述統計、產業關聯分析與空間自相關分析以及雙變數自相關與土地使用變遷分析,就產業面與人口面以外加入土地使用變遷分析項目理解成長中心於各階段中影響產值發展、就業人口成長、土地使用變遷影響範圍效益。由此發現成長中心實施後有助於林口特定區發展。不同成長中心比較中,工業區相較於醫療中心影響規模大,並影響水平與關聯產業發展為主;醫療中心帶動較顯著三級產業發展。傳統產業類型為主之成長中心帶動水平關聯產業與三級產業較明顯發展現象,而電子科技成長中心有較明顯聚集經濟現象。既有中小型工廠成長中心相較於大企業進駐中心對地方關聯與三級產業影響較顯著,大企業進駐中心有較明顯聚集經濟現象。至於第四階段產業再投入促使地方發展現象,因時序上研究限制較不明顯而有待後續研究做進一步解析。
The thesis tries to analyze local development phenomenon under the impact of Growth Center strategy. Hence, cumulative causation theory are used to construct four stages of local development phenomenon; while Growth Center strategy is defined under three kinds of situation - including different categories, different industries and scale of industries - so as to compare the benefit under the spatial change over a period of time. The emricial result from Taiwan’s Growth Center strategy is expected to contribute to nowadays local industrial strategy planning.
In this thesis, Linco special district is selected as empirical area to observe the four stage of spatial change during 1981 to 2006.The industrial park and the medical center are defined as the growth centers. In addition, growth centers are not only analyzed according to their industries and the scales of industries. Meanwhile, we use input-output analysis, spatial autocorrelation statistic and bivariate spatial association measure, to analyze the output value, land use change employee growth benefit in this area. The result shows that the Growth Center Strategy does have effect on local development. Moreover, the industrial park brings more benefit on linkage industry and has a significant agglomeration economy phenomenon, while hospital center brings more benefit on tertiary sector of the economy. Comparing with technical growth center, the traditional industrial park has significant effect on the local development of linkage and commercial industry, the Electronic Science and Technology growth center have more significant agglomeration economy phenomenon. On the other hand, the results are similar under different industrial scale.
