  • 隨著永續幸福國民概念的興起,在追求全體人民的幸福上,除了以GDP當作衡量的指標外,聯合國永續發展目標可以提供詳盡的指引方向,做好永續發展,讓民眾有幸福感。從更長遠的福祉角度出發,共創人類與地球永續美好的幸福道路,由此,我們將會看到通向幸福的SDGs金字塔。本篇研究同時考量GDP及幸福指標並和永續發展結合,評估OECD 34個會員國在2013-2017年經濟、環境、社會福利的效率表現,並分析其人民幸福程度與永續發展的狀況,藉此提出政策上的建議,此研究結果及後續建議,可供未來學術研究、實務參考。
    本研究採用熵值法(Entropy Method)設計經濟、環境、社會及福利指標,評價OECD 34個國家 2013 年至 2017 年期間的幸褔感與永續效率。本研究的最大貢獻為使用DEA分析方法,將快樂程度量化,可以更準確的比較各個國家在經濟發展與人民幸福感的表現。本研究結果如下: (1)Australia、Belgium、Iceland、Luxembourg、New Zealand、Switzerland、United States五年效率平均值良好,人民幸福程度高 (2)Estonia、Greece、Hungary、Mexico、Slovak Republic、Turkey為經濟效率差的國家 (3) Chile、Greece、Israel、Mexico、Turkey為環境指標效率差的國家 (4) Mexico 為唯一社會指標效率差的國家 (4) Estonia、Hungary、Turkey在福利指標上有待加強 (5) 34個國家中有17個國家永續發展狀況良好

    With the rise of the concept of a sustainable happiness, in addition to GDP as an indicator in the past, the United Nations Sustainable Development Goals can provide detailed guidance. Do a good job of sustainable development, so that people have a sense of happiness. This research also considers GDP and happiness indicators and combines them with sustainable development, evaluates the level of happiness and sustainable development of their people in the 34 OECD member countries, and puts forward policy recommendations.
    This study uses the entropy method to design economic, environmental, social and well-being indicators to evaluate the sense of well-being and sustainability of 34 OECD countries from 2013 to 2017. The biggest contribution of this study is to use the DEA analysis method to quantify the level of happiness, which can more accurately compare the performance of various countries in terms of economic development and people's happiness. The results of this study are as follows: (1) Australia, Belgium, Iceland, Luxembourg, New Zealand, Switzerland, and United States have good overall efficiency and high levels of people's happiness. (2) Estonia, Greece, Hungary, Mexico, Slovak Republic, and Turkey are countries with poor economic efficiency. (3) Chile, Greece, Israel, Mexico, and Turkey are countries with poor environmental efficiency. (4) Mexico is the only society indicator with poor efficiency of countries. (5) Estonia, Hungary, Turkey need to be strengthened in well-being indicators. (6) There are 17 of 34 countries in a good state of sustainable development.
