  • 隨著全球淨零排放與永續發展趨勢之推動,再生能源之多元化與系統整合已成為重要發展方向。其中,水資源回收中心導入能源回收技術,逐漸由傳統污染處理設施轉型為具備能源生產功能之資源回收基礎設施。本研究以臺南市仁德水資源回收中心小水力發電案為個案,探討都市水務系統中導入小水力發電之運作模式與永續效益。
    本研究採用個案研究法,並整合ESG(環境、社會、治理)評估架構、價值鏈分析及創造共享價值(CSV)理論,建構「資源投入—制度運作—ESG產出」之分析模型。透過技術層、制度層與ESG影響層之多層次分析,系統性檢視小水力發電於水資源回收系統中之應用價值。
    研究結果顯示,管路型小水力發電具備流量穩定、低環境衝擊及高系統整合性等特性,可提供類似基載電力之穩定供應,有效補足其他再生能源太間歇性問題。在制度面,躉購制度(FIT)、再生能源憑證(T-REC)及企業購電協議(CPPA)等市場機制,為小水力發電提供穩定收益與投資誘因;同時,法規鬆綁與公私協力(PPP)模式之導入,亦為專案推動關鍵。在ESG面向,仁德再生水場展現能源回收減碳、公共設施活化及治理透明等多重效益,並透過價值鏈整合創造經濟、環境與社會之共享價值。
    本研究進一步指出,小水力發電不僅為補充性再生能源,更為連結水資源管理、能源系統與ESG治理之關鍵節點。未來若能結合智慧水務技術與循環經濟概念,水資源回收中心將有潛力轉型為「淨零水廠」,並在分散式能源系統中扮演重要角色。
    本研究之貢獻在於提出整合ESG與價值鏈之分析架構,並將CSV理論應用於公共基礎設施與再生能源領域,提供政策制定與實務應用之參考依據。

    The global pursuit of net-zero carbon emissions and sustainable development has accelerated the transition toward renewable energy and resource-efficient infrastructure. Wastewater Resource Recovery Facilities (WRRFs) are no longer regarded solely as wastewater treatment plants but are increasingly recognized as integrated resource recovery systems capable of producing reclaimed water, renewable energy, and environmental benefits. Among various renewable energy technologies, small hydropower has attracted growing attention because it utilizes the hydraulic energy of treated effluent without requiring additional water resources or causing significant environmental disturbance. Compared with conventional hydropower systems, pipeline-based small hydropower can be directly integrated into existing wastewater treatment facilities, thereby improving energy efficiency while supporting circular economy principles and sustainable urban development.
    This study investigates the feasibility and sustainability value of small hydropower development through a case study of the Rende Water Resource Recovery Center in Tainan City, Taiwan. A comprehensive analytical framework integrating Environmental, Social, and Governance (ESG), value chain analysis, and the Creating Shared Value (CSV) concept is proposed to evaluate the technical feasibility, institutional arrangements, and sustainability performance of the project. The framework consists of three major dimensions: resource input, institutional operation, and ESG outcomes. Through systematic analyses of engineering characteristics, policy mechanisms, governance arrangements, and stakeholder participation, this study explores how small hydropower contributes to renewable energy development and sustainable infrastructure management.
    The results indicate that pipeline-based small hydropower provides stable electricity generation, low environmental impact, and excellent compatibility with existing wastewater treatment infrastructure. The study further demonstrates that policyinstruments such as Feed-in Tariffs (FIT), Taiwan Renewable Energy Certificates (T-REC), Corporate Power Purchase Agreements (CPPA), and Public-Private Partnerships (PPP) significantly enhance project feasibility and investment incentives. Moreover, the proposed ESG value chain illustrates how technological implementation, institutional support, and stakeholder collaboration collectively generate environmental, economic, and social benefits. The analytical framework developed in this study provides a practical reference for promoting renewable energy integration in public infrastructure and supports the transformation of wastewater treatment facilities into sustainable, low-carbon, and resource-efficient WRRFs.
