  • 本研究主要探討「青年安心成家貸款」政策對台灣公股銀行經營績效的影響。本研究自台灣經濟新報資料庫選取2000年至2023年間的財務資料及自財政部國庫署蒐集2011年至2023年之青安貸款金額作為實證分析數據,以資產報酬率、股東權益報酬率及逾期放款率作為經營績效衡量指標。
    本文研究結果顯示,青安貸款政策與資產報酬率、股東權益報酬率均具有顯著負相關,代表實施該項政策對銀行的經營績效帶來了負面影響。然而,青安貸款與逾放比則未達顯著水準,顯示青安貸款與逾放比無直接關係。
    本研究為政策性貸款對銀行績效的影響提供實證支持,揭示青安貸款在以履行居住正義為目標的同時,也對銀行經營績效產生挑戰。未來研究可進一步探討新青安貸款是否能有效抑制房價上漲、降低購屋者負擔,同時提升銀行整體經營績效,並同時考量其對銀行其他業務拓展的潛在效益。

    This study examines the impact of the "Preferential Housing Loans for Youth" policy on the operational performance of the banks in Taiwan. Using financial data from 2000 to 2023 and loan-specific data from 2011 to 2023, this research applies a difference-in-differences (DID) method to assess policy effects on key performance indicators, including Return on Assets (ROA), Return on Equity (ROE), and Non-Performing Loan Ratio (NPL). The findings reveal a significant negative relationship between the policy and both ROA and ROE, suggesting that the policy's preferential terms, such as lower interest rates and longer repayment periods, have compressed profit margins and impacted bank profitability. However, no significant relationship is observed between the policy and NPL, indicating that credit risk levels remained unaffected, possibly because the loan screening process is as strict as for regular housing loans.
    This study provides empirical evidence on the impact of policy-driven loans on bank performance, highlighting that while Preferential Housing Loans for Youth are designed to promote housing justice, they also present challenges to banks' operational efficiency.
    Future research could investigate whether the new Preferential Housing Loans for Youth effectively cap rising housing prices, reduce buyers’burdens, and enhance banks' performance.
