自從1992年聯合國《生物多樣性公約》通過生效以來，國際間對於自然議題之關注亦日趨提升，而TNFD揭露框架的正式提出即是其中重要的里程碑。本研究選定台灣地區四家金控之TNFD報告書為研究對象，設定其中一家金控為對照基準組、其餘三家則為主要比較標的，透過自行建立之評比機制，對應TNFD14項建議內容逐一進行比較評分，最終彙整結果並給予個別評析。研究結果顯示，玉山金之報告書確為業界典範，完全符合TNFD之揭露期待。永豐金在治理和策略面向接近完美，但在指標與目標面相尚需補充強化。國泰金在四大支柱均呈約70%之符合性。新光金於結構安排完全依循框架建議之編排順序，但揭露落實程度均屬一般。總體而言，所有個案均已超出基線成熟度標準。
研究文末提出建議：一、公共部門應協助開發支援工具及在地化資料庫；二、金融機構應持續投入報告書編制並透過合作解決共通性問題；三、閱讀使用者仍應妥善判斷運用揭露內容。本研究成果除可提供後續學者延伸相關主題外，另可做為金融機構導入或優化內容以及主管機關制定監理作業規範之有效參考。

The global focus on nature governance has intensified significantly since the 1992 United Nations Convention on Biological Diversity (CBD). Against this backdrop, this study evaluates the implementation of the Taskforce on Nature-related Financial Disclosures (TNFD) framework among four Taiwanese financial holding companies, analyzing their reports through a comparative case study approach.
The methodology employs a qualitative assessment mechanism evaluating reports against TNFD's 14 recommendations across four dimensions: Governance, Strategy, Risk & Impact Management, and Metrics & Targets. E.Sun Financial Holding serves as the benchmark case, with three peers (Sinopac, Cathay, and Shin Kong) comprising the comparative group. Findings reveal E.Sun's report as an industry model, fully meeting TNFD expectations. Sinopac demonstrates strong Governance and Strategy (near-perfect scores) but requires improvement in Risk Management and Metrics. Cathay maintains consistent 70% compliance across pillars, while Shin Kong shows structurally complete but moderately implemented disclosures. All cases exceed baseline maturity, with board commitment identified as crucial for future enhancements.
The study highlights TNFD's dual role as both disclosure framework and market transformation catalyst. It recommends that: (1) public sectors develop localized data tools to support reporting, (2) financial institutions collaborate to address common challenges, and (3) users contextualize disclosures within their decision-making frameworks. These findings contribute to sustainable finance literature by providing empirical evidence of TNFD implementation in Taiwan, while offering practical guidance for improving disclosure quality and effectiveness.
