本文以政策網絡為分析途徑，探討在湖山水庫政策規劃過程中，各個行動者為了追求其利益而積極涉入各種決策場域中，藉由行動者的資源整合、網絡中的權力位置，策略交叉運作形塑出的網絡關係，以影響政策的決策。根據政策網絡理論，將從「參與者的性質」、「權力關係」、「參與者的行動策略」與「參與者間的整合性」四個層次的分析，以確定湖山水庫政策網絡中的主要行動者彼此的互動關係。此外，我國環境影響評估制度提供一關鍵制度性場域，透過賦予環評審查開發案的權力，以及公眾參與環評審查過程之正當性，它成為網絡行動者爭相競逐之地，透過其資源與利益等誘因，採取不同策略，相互牽制、影響。
在湖山水庫興建一案的政策網絡分析中發現，網絡中的行動者因彼此價值觀不一致，呈現利益分歧，也造成在政策規劃過程中，網絡成員無法協調出共識，衝突也一直存在。在興建的次級網絡中，因所持有的資源較多，相對權力較大，成功促使湖山水庫興建；相對反對興建的次級網絡中雖因資源有限，但因行動策略運用得宜，讓政府重新思考政策制定的周延性，並對生態保護方面做讓步。最後，建議水資源的開發與利用應要做整體規劃，且提供及時客觀完整的資訊公眾參與才有意義，政策過程中如能有一協調機制建立共識，也才能減少衝突降低社會成本。

The researcher takes policy network as analysis method and investigates that each agents actively involve in every realms of decision-making to pursue its benefits; through agents’ resources integration, the power of network, and tactics cross-working, it shapes the relationship of network; however, the agents use these ways to influence policy decision-making during the policy planning process on Hushan Dam. According to the theory of policy network, to make sure the relationship between main agents in Hushan Dam policy planning process, the research will analyze the data in four facets; it can be summarized as follows: “the character of participants,” “the relationship of power,” “participants’ action strategies” and “the integration of participants.” Besides, the system of ecological influence evaluation in Taiwan supplies the key system area; by offering the right of ecological evaluation examination and development, and the validity of people who participate the process of ecological evaluation examination and development, each network agents will compete with each other to get into this area. Through its resources and benefits, the agents will adopt different strategies to impede and influence with each other.
In the analysis of policy network on the development of Hushan Dam, the researcher finds that because agents in the network have different values, the difference of benefits will be presented. Owing to this reason, it makes that network members cannot coordinate common consensus in policy planning process and the conflicts is also existence. In the development of sub-network, because the agents own more resources and also gain power, they can successfully push Hushan Dam development. On the other side, although people who against the development of sub-network have limited resources, they use the strategies properly; therefore, the government re-thinks comprehensive system and make concession in ecology reservation. Finally, the suggestion in this research is that the development and usage of water resource will do a whole plan, and offers promptly and objectively complete information, it will meaningful for public participation. It will decrease conflict and lower social cost if there is an coordination system to develop common consensus in policy planning process.
