  • 航空業是全球碳排放的重要來源,為了落實2050淨零碳排的願景,航空的減碳目標於近期備受重視,儘管飛機技術和操控的改進有助於減少碳排放,但在技術發展緩慢成長下減碳政策仍然是推動永續航空的重要手段,本研究基於此目標,整合國際航空減碳目標的實施和國內政府組織的規劃,目前已推動的國際政策包括「CORSIA」、「EU ETS」等,而國家政策如2023年法國實施禁止短程航班政策以及挪威要求航空燃料供應商在燃料混合中至少包含0.5%的生質燃料,但這些政策並未受到廣大的支持,因CORSIA並未管制非二氧化碳的排放,以及生質燃料昂貴的使用價格會轉嫁到機票等。然而,現有文獻指出,政策的成功實施很大程度是依賴於公眾的支持,但目前尚未全面了解航空減碳政策的公眾支持因素,導致永續航空政策成效未達預期。因此,本研究透過系統性文獻回顧分析2015年至2024年航空減碳政策公眾支持之相關文獻,而後透過論述分析探討國際與國家層級之航空業減碳政策,以補充現有文獻政策面的缺口與差距。研究結果顯示公眾支持的因素可以區分為個人規範、經濟以及社會規範,而政策論述的分析可以發現國際、國家與個人間的互動關係密切,但目前政策缺乏公眾參與的完善機制,因此建議未來政策可以透過深入瞭解公眾對航空減碳政策的訴求,以提供更完善的政策。

    The aviation industry is a major source of global carbon emissions, and achieving the 2050 net-zero target has gained increasing attention. While improvements in aircraft technology and operations help reduce emissions, carbon reduction policies remain essential due to the slow pace of technological progress. This study examines the implementation of international and national aviation carbon reduction policies. Key international policies include CORSIA and the EU ETS, while national examples include France’s 2023 ban on short-haul flights and Norway’s requirement for at least 0.5% biofuel in aviation fuel. However, these policies often lack public support, partly due to CORSIA’s exclusion of non-CO₂ emissions and the high cost of biofuels increasing ticket prices. Existing research shows that successful policy implementation depends heavily on public support, yet a comprehensive understanding of its driving factors is still lacking, limiting policy effectiveness. To address this gap, this study conducts a systematic literature review of research from 2015 to 2024 and applies discourse analysis to international and national policies. Findings show that public support is shaped by personal norms, economic, and social norms, and that policy levels—international, national, and individual—interact closely. However, current policies lack mechanisms for meaningful public participation. Future policies should better reflect public expectations to create more effective and inclusive carbon reduction strategies.
