農業發展條例自2000年修正通過，農地使用從過去的「農地農有、農地農用」轉變成「放寬農地農有、落實農地農用」，農地得以自由買賣，興建自用農舍，農地開發大門儼然敞開。近年來在農業政策的指導下，台灣掀起一股農村購地興建農舍風潮，集村農舍和個別農舍興建雙管齊下，鄉村地景遭遇劇烈改變。傳統都市計畫農業區普遍視為提供都市未來發展的預備用地，因農業生產需要而興建之農舍多已不存在，尤其農發條例修正後，放寬凡自然人皆得承受農地之結果，新建農舍如雨後春筍般冒出，造成農業地景的不和諧景觀。
農舍除需具備協助農業生產、提供農民居住功能，也必須扮演文化上的風格與延續傳統風貌之角色。本研究基於農舍必須具有文化上獨特風格與延續傳統之風貌，將焦點集中在建築型態，選定台南市安南區媽祖宮、砂崙腳傳統民宅為研究對象，藉由類型學分析及型態因子量測之過程，汲取地區傳統民宅建築特徵，並以擬定設計準則之方式，討論新建農舍如何延續傳統之風貌。研究發現，傳統民宅分享共通的型態框架之餘，仍衍伸出因應需求而有彈性之空間變化。此外，政府相關特色建築獎勵計畫，獎勵項目過於簡單，過去甚至有誤用建築語彙之情事，反而造成地區傳統建築特色之流失，而政府審理新建農舍實無法審核農舍係以協助農事生產之目的興建，也無農舍外觀要求，農地違規使用情形嚴重，造成農業生產環境與農村景觀之破壞。

After the revision of the Agricultural Development Rule in 2000 in Taiwan, the rule for farm management was changed from “farms may only be owned by farmer and used for agriculture” to “farms may be owned by non-farmers but should be used for agriculture” In other words, it gives people an easier way to build their own farm buildings on farmlands. However, traditional urban planning considers agricultural zoning as a reserved-land for urban development. Newly-constructed farmhouses, which still support agricultural production are rarely found. What is even worse, many of these farmhouses have not only lost the characteristics of tradition farm buildings in both form and function, but also result in the dispersion of farmlands, incompatibility with rural landscapes, etc.
Farmhouse plays an important role in assisting agricultural production, also acts as residence for farmer, and have to reflect local style. Based on the typological aspect which farmhouse have to reflect local style, this study choses traditional farmhouses as objects in settlements in Annan district in Tainan. Through typology classification, measurement, this study discusses how newly-constructed farmhouses should look like by approaching design guideline. This study shows that traditional farmhouses do not only share the same framework, but also allow flexible space for individual needs. In addition, government’s incentive program does not accord to local style, resulting in architectural features lost. Farmhouses construction license examine by government neither ensure newly-constructed farmhouses to support agricultural production nor its appearance, causing violation use in farmlands, which damages production environment and rural landscape.
