目前我國對於都市設計的審議與管制，以台北市最早開始實施，其他各地方政府則是直到最近幾年才開始陸續實施，剛開始亦多是參考台北市的審議機制作為藍本，再逐漸依據各地方實施的實際情況做調整修訂。由於都市設計審議機制具有明顯的在地性，各縣市事實上是會由於其都市化程度、地方政府組織架構、建築專業市場成熟度、地方風俗與民眾認知…等不同而產生差異，因此都市設計審議機制改進的議題在各縣市皆有因地制宜進行研究的機會，觀諸台南市政府自民國八十七年起實施都市設計審議至今，歷時約七年左右，在此期間審議機制的運作亦面臨著許多爭議與挑戰，甚至在民國九十二年年度預算審查時，還發生台南市政府依法所編列的都市設計審議委員會委員出席費遭議會刪除的事件，突顯了相關專業團體與議會對市府都市設計審議委員會的不滿。

　　因此，本研究的目的在促進台南市都市設計審議機制的順利運作，希望能提出「台南市都市設計審議委員會設置要點」之改進建議，以引導台南市成為具有整體地方風格的、富有人文和生態考量，及具有優雅景觀的城市。

　　本研究主要的研究內容將透過文獻回顧、與其他實施都市設計審議城市之比較，並經由與台南市實際執行參與都市設計審議之專家學者、委員與業務承辦人員進行問卷訪談，最終結合筆者擔任台南市政府都市發展局都市設計課長任內之實務經驗，擬定台南市都市設計審議制度之改進建議。

　　本研究與規劃設計者、開發商、市民等具有實務經驗者訪談驗證，有以下發現與醒思：
1.實施都市設計從一開始，由民間業者與公共工程機關之抱怨，引起了議會砲轟、媒體報導。
2.外界多認為應降低投資風險、縮短審議時程與審議內容法制化及明確化。
為此，公部門應有法源依據、明確規範、標準化作業及簡化程序，讓業者有所遵循，進而加速彰顯都市建設成果。

　　At the present day,the consideration and control of Urban Design in Taiwan,is carryed out in Taipei city the earliest.and carryed out continually in other places during the recently several years.The consideration and control of Urban Design in other places in Taiwan is carryed out by consulting the way of Taipei city great majority,and then adjusted gradually in accordance with the character of the place.Because the consideration system of the Urban Design prossess locally,and resulted differences in accordance with the degree of the urbanization,the organization of the local governments,the degree of the construction maturation,the region customs and the people sense…etc..So the issues of the improving the consideration of Urban Design are discussed in the local government in Taiwan.The consideration of Urban Design in Tainan city is beginning in 1998,about 7 years ago.During this period,the consideration system produce many disputes and challenges.Even in 2003 budget examination,the budget of the consideration committee members attendance fees weaved by Tainan city government are canceled by Tainan city parliament.This issue exhibits the disaffections of the related professinal groups and Tainan city parliament to the consideration system.

　　For this reason,the purpose of this paper,is to establish the suggestions of the principal of the Committee of the Consideration of Urban Design to suit Tainan city.The goal is to promote the consideration system of the Urban Design,and to guide Tainan city to become a local style,humanism,ecological and exellent scenery city.

　　The main contents of this paper is to establish the suggestions of the principal of the Tainan city Committee of the Consideration of Urban Design via studying references,comparing the experiences of other cities,and the authors’ experiences to act as the chief of the Urban Design section of Tainan city government.

　　The results of this paper via asking designers,developers,citizens…etc. they have the actual experiences include:
1.The beginning of the consideration system carried out,the complains of folk business and government cause the oppositions of Tainan city Committee the and reports of newspapers.
2.The people recognize it should reduce the risk of the investment,shorten the time of the consideration,and legalize,make clear the contents of the consideration.
Consequently,the government should establish the law basis,clear norm,standard operation process and simple procedure,to make business to follow.Then,the develop of the city can be speed up.
