本論文探討兩岸基金業合作之可能性與可行性，其中分析兩岸共同基金業的現況與發展。台灣近年來，由於股市不振，雖然今年來已經恢復部分熱度，但是中國共同基金業的發展卻不可同日而語，在從所未有的多頭條件下，屢創新高。台灣共同基金業者若能夠參與中國共同基金市場，根據台灣業者的經驗與國際化能力，勢必能夠在中國基金業市場佔有一席之地。同時，中國在加入WTO之後，2007年初已屆金融服務業的五年緩衝期，除了台灣業者外，其他各國均能參與中國共同基金市場，多數以中外合資基金管理公司型態。本論文的分析、實際訪談的結論發現，兩岸由於政治因素，無法簽訂兩岸合作監管備忘錄，因此，台灣共同基金業者無法參與中國基金市場。雖然，台灣兩岸關係條例允許台灣基金業採直接投資方式，但是這種方式又與MOU的存在息息相關，因此，兩岸基金業的合作只好有賴政治破冰才有機會突破，其他的方式不是觸法就是機會成本過高。

This study aims to examine whether Taiwan mutual fund company could participate China stock market. In general, China stock market now is a hot period, if Taiwan mutual-fund company could take into this China market, with rich experience and internationalization capability, Taiwan mutual fund company should be able to develop as an important partner of China mutual fund business. Starting from early 2007, due to five-year buffer period upon WTO agreement, China supposedly must open its financial markets, including mutual fund market to all foreign countries, including Taiwan. Nevertheless, due to chaotic political relationship between Taiwan and China, Taiwan so far is unable to sign a MOU with China. Even though China must open its financial market to foreign countries upon WTO agreement, without MOU China treats Taiwan as an unfriendly country in financial market. Therefore, Taiwan has no chance to enter China mutual market and other financial markets unless Taiwan can ease its political relationship with China. Furthermore, this study further examines other approaches for Taiwan mutual fund companies to admit to China financial market. However, either regulatory issues or opportunity cost consideration, Taiwan mutual fund companies hesitate to adopt those approaches. We still have to wait for the ease of cross trait chaotic political relationship.
