機場是一個國家或城市連接世界的門戶,對一國的經貿發展、觀光成長緊密相連,且近年來環太平地區對於航空之旅運需求與日俱增,各國均積極投入機場建設,因此機場的營運績效也逐漸被重視,成為本研究欲探討之課題。
本研究結合層級分析法與資料包絡分析法與保證區域模式,探討2016年環太平洋地區21座國際機場之營運績效,分析受評機場之營運績,輔以規模報酬分析與敏感度分析,找出相對有效率且能效法的標竿機場,並針對無效率之機場提出管理建議。
為建立層級結構,選擇之投入變數為「航廈面積、登機門數量、跑道數量、員工人數、營運支出」,產出變數選取「旅客人數、起降架次、貨物噸數、服務品質、總營運收入」,並藉由專家問卷得到各項變數對機場效率之影響之權重值與排序。其中「服務品質」在過去研究並未被納入評估模型中,本研究發現其為一項會影響機場績效的重要變數之一,能考量旅客的主觀感受。
研究結果顯示,「營運支出」與「跑道數量」為最重要的兩項投入變數,「總營運收入」與「服務品質」為最重要的兩項產出變數。21座國際機場在保證區域模式下,僅有香港國際機場 (HKG)、雪梨國際機場 (SYD)和布里斯本國際機場 (BNE)三座機場為有效率機場,能作為其他機場之標竿學習對象。使用Mann-Whitney U 檢定,發現機場所有權與機場規模對營運效率沒有顯著差異,而位於亞太地區的機場效率較佳。
各國機場在持續增長的需求壓力下,是否能有效率地營運以因應此一趨勢,並提供良好的服務,在競爭激烈的亞太地區是機場相關單位的巨大挑戰。藉由本研究之效率分析,能提供機場管理單位、監理機關及航空公司相關建議,藉以增加機場之營運效率,以提升我國桃園國際機場的競爭力。
This paper uses the Analytic Hierarchy Process (AHP) to construct the airport evaluation hierarchical model, obtain the weightings of input and output variables by expert questionnaire, incorporate into Data Envelopment Analysis (DEA) and Assurance Region (AR) models. The aim of this research is to measure the performance efficiency of 21 major international airports in the Pacific Rim in 2016.
The results show that the operating expenditure and the number of runways being considered the most important in input variables. The total operating revenue and service quality is considered the most important in output variables. In the AHP/DEA-AR model, only HKG, SYD and BNE airports are efficient airports, which can be consider as the benchmarking airport.
The service quality has not been considered in the airport efficiency evaluation in the past, but in the sensitivity analysis, it has indicated that service quality plays an important role in airports’ performance, which can take the passengers comfort and satisfaction into consideration. This research can also provide the suggestions to airport stakeholders to improve the operational efficiency of the airport.
