災難發生造成人民家園的損壞,重建工作刻不容緩,然大規模的住宅重建計畫需要多方的參與合作才能順利完成,因此困難點在於:參與者之間的協商狀態是否良好,成為影響重建效能的重要因素。
本研究選擇民國八十八年集集地震後台北縣龍閣社區與台北市東星大樓之重建計畫為對照,採個案研究法探討個別之協商合作,並從衝突管理觀點,討論爭議處理中,決策參與者所採取的策略對於重建效能的影響,並以重建工作所花費的時間作為主要評估指標。
龍閣社區與東星大樓兩案例建造規模相當,但重建效能之展現迥異。兩者分別耗費三年與十年,重建工作效能差距驚人。其中,龍閣社區參與者採取合作方式協調重建工作,態度傾向與他方共同尋找解決方法處理爭議衝突,有效避免對抗的情形發生與時間的耗費,使重建工作順利進行。而東星大樓則採取對抗方式處理重建工作當中的各種爭議與衝突,態度傾向究責與不願意分擔風險。由於重建作業中之非預期事件往往演變為衝突事件,促使耗費大量時間處理爭議,導致重建工作進度十分遲緩。
依照文獻回顧所提出之理論架構,衝突產生將耗費時間在協調上,然有效管理衝突能夠減少協調工作量,進而縮短重建時間。龍閣社區與東星大樓重建計劃之主要作業相似,協商狀況與衝突之管理方式的差異為影響重建效能之重要因素,因此,本研究分析兩案例於重建作業中所存在衝突點之處理模式,並以實際上專案執行所花費在協調上的時間作為指標,衡量重建效能之良莠。
分析結果指出重建過程中所存在的衝突點是否能夠有效管理,直接影響協調時間。同時,本研究以實際案例印證採取合作方式有助於提升大規模住宅重建(多方參與之專案)之工作效能,合作為有效協調的先決條件。
Reconstruction of damaged houses after disaster needs the cooperation among stakeholders to make it successful. Nevertheless the intentions of the stakeholders are usually varying, and an effective negotiation between them becomes the key to achieve the goal of reconstruction.
Two cases of damaged houses in 1999 Ji-Ji Earthquake are selected in this study to have a contrasting comparison in between. To probe into the situations during the reconstruction process, I take case study as the research method, and the duration of the reconstruction work is adopted as the indicator of 「effectiveness」.
The reconstruction of Lung-Ge Condo in Taipei County took 3 years, and the reconstruction project of Tung-Hsing Cando in Taipei City with similar scale spent more than 10 years to accomplish. There is a remarkable difference of effectiveness in between them. People in Lung-Ge Condo chose to face the conflict in a collaborative manner. They tended to find the resolution with the other side. Adopting a 「problem-solving」 approach, they effectively reduced the time spent on negotiation. Nevertheless, people in Tung-Hsing Cando adopted the opposite approach to deal with the disputes with their contractors. They tended to blame the other side and not willing to take any risk when unexpected situations happened. Some disputes occurred, additional coordination works bred, and the duration lengthened as the consequence.
Negotiating conflicts always takes long time, and managing conflicts in a proper way can reduce the coordination work and thus shortening the reconstruction time. Cases of Lung-Ge Condo vs. Tung-Hsing Cando demonstrate the distinctive ways to deal with conflicts and their influence on the effectiveness of reconstruction.
The study concludes by an analysis that delineates different strategies to manage conflict would directly impact the coordination time. And this study draws practical cases to confirm that cooperation is a prerequisite of coordination to benefit the effectiveness of multiparty projects.
