  • 島嶼因其地理區位與市場特性,資源大多需仰賴外界協助且較易被國際上所忽略,再加上氣候變遷的影響下,島嶼四面環海其面臨之衝擊為國際上所要面對的課題。近年,回復力的概念被應用於防災領域中,且政府部門開始強化防救災體系中之基礎,提倡「社區自主防災」之概念,因此了解社區本身的回復力優勢與其和鄰近地區之資源互助模式,使社區彼此間可於中央救災資源抵達前,除發揮自我本身之抗災優勢外,可自成一互助救援區域系統,降低災害損失。過去的研究僅考量個別空間單元、單一時間點,多忽略時間變化與鄰近空間的影響力與鄰近空間的影響特性,進而無法分析考量鄰近空間影響下之回復力空間分布型態,在制定以防救災為基礎,須落實於空間規劃與管理的計畫領域中,具有一定之限制。本文以澎湖縣為實證地區,利用「空間自相關分析」,結合空間單元彼此區位之「鄰近性」與屬性變量之「相似性」,並將時間因素納入考量,用以判別區位屬性與其他區位屬性間之相互依賴程度,分析中心空間單元「回復力高、低」且鄰近地區「回復力增加、減少」之四種空間分布特徵與其資源互助模式,對於各地區所呈現之不同空間型態,作為政府部門提出合適的防救災計畫與減災調適策略之參考。

    Due to the location is distant and the land area is piecemeal of Island, most of the resourse need to rely on outside country, the impact of Climate Change on an Island is an important issue for international countries. Community can’t be totally dependent on government when disasters happen. Therefore, the"Hazard Mitigation of community" concept began to be raised, analysis the resilience of community and the model of resources for neighborhood mutual assistance, make the most of the advantageous resilience about itself, forming a regional mutual aid system to reduce disaster losses before relief resources arrival. The past studies have ignored the impact of the proximity space and the change of temporal trend, it has some of the restrictions in the development of the spatial planning in disaster prevention plan. Hence, this article applies Spatial Autocorrelation Analysis to the resilience of Penghu County, combine location of "proximity" and attribute of "similarity" in each unit space, and consider the temporal factor to determine the interdependence between the center space unit and proximity space. Analysising the four kinds of spatial distribution and the model of resources for neighborhood mutual assistance - the resilience of center space unit is "high or low" and the resilience of proximity space is " increase or reduce".
