近幾年來全球化快速的變動發展,導致有更多學生出國到全球各地留學,對於外籍生招募而言,無論是從經濟方面或人力資源的因素僑外籍生可帶來許多優勢,現在台灣政府為了招募外籍生,不斷地提供相關策略以希望可吸引優秀外籍生(Obst,2007)。在2014年7月實施「強化優秀的僑外生留台就業行動計畫」,供給僑外生畢業之後可以使用「僑外生留台就業評點配額制」的方式留台就業,這方式是依僑外生及雇主規定向勞動部進行申請工作許可,評分項目包括學歷、薪資、工作經驗、擔任職務資格、華語語文能力、配合政府政策及在校就讀期間領取獎學金或成績優異者的相關等八個項目,只需要總分超過70分標準者,就可獲核發聘僱許可(海華服務基金,2021)。
本研究主要目的是探討外籍生畢業後留台就業的決定性因素,其中涵蓋「工資差異」、「工作環境」、「工作機會」、「人際關係」。本研究參考過往文獻,設計問卷,並依各要素設計問項,透過發放問卷,針對外籍生畢業後留台就業進行調查。一共發放問卷為218份,收回有效樣本210份,樣本有效比率96.3%。此樣本透過SPSS 25.0、Eviews 7.0等相關電腦統計軟體進行線性機率模式(LPM)、迴歸模型並討論,驗證工資差異、工作環境、工作機會、人際關係之關係。驗證結果如下:
一、 工資差異的X1「台灣工資較高」與X2「台灣的工資很有吸引力」對外籍生畢業後留台就業有正向顯著影響
二、 工作環境的X7「台灣工作環境較好」對外籍生畢業後留台就業有正向顯著影響
三、 工作機會對外籍生畢業後留台就業不存在正向顯著影響
四、 人際關係對外籍生畢業後留台就業有負向顯著影響

The rapid changes and development of globalization in recent years have led more students to study abroad. For the recruitment of foreign students, whether from economic or human resources aspects, foreign students can bring many advantages. To recruit foreign students, Taiwan government continuously provides relevant strategies, hoping that can attract outstanding foreign students (Obst, 2007). The evaluation items include eight items: education degree, salary, work experience, job qualifications, Chinese proficiency, growth experience and relevant government policies. Those who score more than 70 points can acquire an work license. (Haihua Service Fund, 2021)
The main purpose of this study is to explore the key factors for foreign students to stay in Taiwan for employment after graduation, including "wage differences", "working environment", "employment opportunities", and "personal relationship" for further discussion. factors as the starting point of the study. This research reviews the past literature and design questionnaires according to various factors to conduct a survey on foreign students who will stay in Taiwan for employment after graduation. A total of 218 questionnaires were collected, but only 210 samples were valid. The effective rate was 96.3%. This study uses SPSS 25.0, Eviews 7.0 and other statistical software to conduct Linear Probability Model (LPM) and regression model. We further discuss and verify the relationship between wage differences, working environment, job opportunities, and interpersonal relationships. The verification results are as follows:
