為因應財政困難並有效利用民間資源，近年來政府將民間參與模式列為推動公共建設的重要執行方式；然而在推動過程中遭遇到不少困難，如法令檢討欠周詳致廠商必需變更設計，或投資誘因不足致廠商解約等；因此在實際執行之前所需進行的可行性分析，便具有減少失敗風險的重要性，如何以可行性分析來評估民間參與模式的風險與投資效益，是本研究欲探討的重點。

休閒農業是結合農業與休閒的一種產業，由於台灣經濟環境與產業結構的改變，使農業由原本的生產導向轉為提供開闊空間、景觀綠化等非經濟功能，農業發展於是與休閒旅遊業結合，以謀求轉型；在政府推動觀光發展、休閒旅遊業成長的推波助瀾下，休閒農業亦蓬勃發展，但發展的過程中遭遇到不少瓶頸，如法令制定跟不上民間發展的腳步，經營業者的經營管理能力不足等，休閒農業的發展需要調整以因應休閒旅遊市場之需求。

公有農場亦面臨農業及休閒農業發展的相同問題，在政府大力推動民間參與公共建設的趨勢下，便出現以民間參與模式開發公有休閒農場之議；本文以此作為研究主題並建立一可行性分析架構，以此架構來評估民間參與休閒農場可能遭遇之問題，再藉由市場問卷調查及嘉義農場之案例演練，提出解決主要問題的建議與對策；本文將研究內容分為政府、消費者、經營業者三個層面加以探討，經由可行性分析研究後，恰可檢視此三個層面的本質並提出發展建議，最後並歸納其結果研擬一初步開發策略。

綜合對目前國內民間參與模式、可行性分析作業及休閒農業發展之探討，本研究提出以下建議：（1）政府宜適度放寬休閒農業之相關管制，才能使多數經營業者合法順利營運（2）消費者休閒遊憩之主要需求在於「接近自然」，到休閒農場參與農業體驗活動或使用設施僅是其滿足需求的手段（3）民間參與公有休閒農場具有經濟效益，但需克服相關法令限制並滿足消費者真正需求；其營運應以滿足消費者的高層次需求為目標，而同時兼顧其低層次需求的照顧。

To deal with the financial difficulties and make effective use of private resources, the government has made the private participation approach as a major way of executing public constructions. However, many problems have occurred in the duration of progress such as the civil organization that had to change the design due to careless analysis of statutes, or to be contracted out because of the shortage of investment profitability. Therefore, the feasibility analysis made before real execution gets the importance of reducing the risk of failure. The subject of this research is to discuss how to make use of the feasibility analysis to evaluate the risk and investment profitability.

Leisure farming is an industry combined with agriculture and tourism. Because of the changes of the economic environment and the structure of industries in Taiwan, the functions of agriculture has transferred from producing to some things far from economics, such as providing open space and green environment. The development of agriculture has been combined with tourism to transform better. Under the circumstances of our government’s stimulation and the growth of tourism, leisure farming has also bloomed. However, it has encountered many difficulties in the duration of the development. For example, the statutes can’t keep up with the private development. The operators’ ability in management has been insufficient and so on. The development of leisure farming should be adjusted to meet the demands of tourism market.

Public farms have also encountered the same difficulties that agriculture and leisure farming have met before. In the trend of our government’s encouragement in private participation approach to public constructions, adopting the private participation approach to develop public leisure farms has hence become possible. This research gets the problem as its topic and constructs a structure of feasibility analysis. The structure is to evaluate the potential difficulties. Then, according to the survey of market, using the Chiayi Farm as a practicing case, we propose suggestions to solve major problems. There are three aspects, which contain governments, consumers and operators that are going to be discussed in this research. The essence of these three aspects can be checked and development proposals can be handed in through the feasibility analysis. An initial development strategy can be finally proposed as the conclusion.

With the synthesis of discussions about private participation approach, feasibility analysis and the development of leisure farming, this research concluded as following:(1) The authorities concerned should loose relevant restrictions on leisure farming so that most operators can operate legally. (2) The main demand from consumers is “to be as intimate with Nature as possible”. Going to leisure farms and participating in activities is just the method, which satisfies the demand. (3) Private participation approach to public leisure farms is profitable, but ought to overcome relevant restrictions of statutes and satisfy consumers’ real demand first. Satisfying consumers’ high-leveled demand should be as the main goal of operation, and, in the meantime, satisfying the low-leveled demand is also needed.
