「東協憲章」已順利於2008年12月15日正式生效實施，根據憲章東南亞國家協會將於2015年前形成類似歐盟的東協共同體，東協在區域上的政經角色備受矚目。此外，中國自1978年改革開放後，至2007年已然成為全世界第三大經濟體，僅次於美國與日本。在此背景之下，本文主要想要了解與分析，面對日趨整合的東南亞，以及逐漸躍升的中國區域霸權，勢必讓中國與東協有更多的政經互動與策略考量。而中國在東南亞政經發展策略上將會有怎樣的衝擊與轉變，值得進一步去探討；同時，面對政經崛起的中國，東協國家又該如何因應與防範，在安全與發展之間如何平衡，將會影響到東協與中國的外交關係發展與走向。
在此希望透過建構主義的觀點，建構出中國和東協在區域政經平台上「新安全觀」與「新發展觀」的策略與關係。建構主義觀點與應用將著重在三方面的處理，一是在安全與發展、政治與經濟、區域化與全球化等三個介面上，來交錯建構出不同類型的外交發展模式。二是利用跨層次分析，分別從外部國際政經情勢變遷、中國與東協間雙邊相互作用的動態發展、以及雙方各自內部政經環境轉變等三個面向，當作切入的分析視角。三是綜合上述三個面向，按1990年冷戰結束、1997年亞洲金融風暴、2001年美國911恐怖攻擊事件和2008年全球金融大海嘯衝擊作為分期依據，可以對外交政策轉變進行比較。因此，透過三個介面的模式框架，並在不同時期和跨層次面向上，進行全面探討中國與東協之雙邊政經發展策略，以及建構出不同模式的外交發展策略。

The ASEAN Charter enacted in 2008 may lead ASEAN closer to approaching a regional single market such as the European Union, as well as toward a legal power community with enhanced relations and collaborations. Relatively, China has experienced an incredible economic boom for 30 years since economic reforms were adopted in 1978, which raised great attention from the world with its regard to political and economic development and policy adjustments. It is interesting to bring the ASEAN and China together into political and economic, security and development, globalization and regionalization platform and further to examine the mutual diplomatic interactions and the rational choice of its own development strategy as response.
