  • 臺灣近年來推動地方創生,其主要目的為因應地方將因人口老化衝擊而使地方經濟衰落的危機,並藉此帶動地方產業復興、促進地方就業與人口回流,進而達到地方永續發展。然而地方創生一詞似乎在發展過程中限縮為屬於年輕人的專有詞彙,較著重於「商業」、「工作機會」與吸引青年回鄉。對於長時間居住當地的中老年者而言,需求與期待未必可以透過創生得到滿足。探究長者的需求與期待,健康一直是大多數台灣長者擔心的問題之一(衛福部,2018)。然而除了生理健康影響幸福感之外,其他因素也應該一併納入考慮。於上一次國民幸福指數調查暨主觀幸福感研究期末報告 (2016)顯示,在生活各層面滿意度之因素分析中,民眾對於社區歸屬感的滿意度偏低。然而對於地方的歸屬感,其表達了比熟悉感更多的地方聯繫。它是在人與地方之間產生更多情感聯繫,且從地方熟悉程度轉變為地方的個人自我認同的關鍵層面。本研究經文獻探討發現,歸屬感之強化元素包含自主與地方接觸的頻率(直接經驗)、個人與空間元素關係(地方知識)的記憶以及「成員關係Membership)」的社會連結。因此不僅是對於地方的熟悉,個人共享的社會和公共環境的精神聯繫也包含其中。因此為提升長者之地方歸屬感,本研究以登錄為歷史建築之憲光二村為研究案例,以行動研究探討參與式懷舊工作坊對於長者地方歸屬感之強化效果。
    地方連結的中斷易造成懷舊傾向的產生,對於2006年遷村的原住戶來說,現今眷村之樣貌是否與記憶有所落差。本研究分為三階段,第一階段透過文獻分析了解現今地方歸屬感之內涵,產生懷舊傾向和地方歸屬感有所缺憾之原因,以及憲光二村原住戶對於眷村之歸屬感為何 ;第二階段透過前階段分析整理之地方歸屬感產生要素,探討長者參與式懷舊工作坊之方法並規劃;第三階段,透過工作坊設計與兩階段訪談過程,以視覺民族誌方法,藉由長者參與式懷舊工作坊探討地方歸屬的強化效果,透過田野紀錄、長者於工作坊之參與觀察,與其作品內容進行分析、梳理。期望本研究能成為提供以對於地方創生經營者之建議與其中可行方式之一的行動藍圖,也使地方長者透過參與式懷舊工作坊尋找與在地連結,提升地方歸屬感。

    In recent years, the Taiwanese government has been promoting regional revitalization. The primary purpose is to cope with the crisis of economic decline due to population decline and aging in a place, promote the revival of local industries, local employment, return of population, and achieve sustainable local development. However, the term Regional Revitalization seems limited to the exclusive word belonging to young people in the development process, focusing more on "business," "creating employment," and attracting young people to return to their hometowns. However, for the middle-aged and older adults who have lived in the local area for a long time, others may not reach their needs and expectations through regional revitalization. Exploring the needs and expectations of the elders, health is one of the concerns of most elders in Taiwan (Ministry of Health and Welfare, 2018). However, in addition to physical health affecting well-being, other factors should also be considered. From the National Well-being Indicators and Subjective Well-being Research final report (2016), people's satisfaction with the sense of belonging in the community is low in the analysis of the elements of satisfaction at all levels of life. However, it expresses a more place bonding than familiarity. It is the crucial level that generates a more emotional connection between the people and places which turns to personal self-identity in the place based on place familiarity. Therefore, to empower the elders' place belongingness, the Military Police Honor 2nd Village of Gueishan Township that registered as a historic building would be a case study of action research to explore how the participatory nostalgia workshop could empower the elders' place belongingness.
    The disruption of the connection between the places could make people generate nostalgia proneness. For the original residents who moved out of the village in 2006, is there any memory gap in the appearance of the dependents' village today? The research is divided into three stages. The first stage begins with document analysis to understand the meaning and elements of place belongingness, the reasons for the generation of nostalgic tendency and the lack of people's place belongingness, and what the place belongingness is to the householders who had ever lived in Military Police Honor 2nd Village. Second, the research explores the methods and planning of the elders' participatory nostalgia workshop through the previous analysis and arrangement of the elements of generation and empowerment of place belongingness and the resonance elements that trigger the place belongingness in the Military Police Honor 2nd Village. Third, the action research method would be adopted for the case of Military Police Honor 2nd Village of Gueishan Township to explore the empowerment effects of elder's place belongingness through the participatory nostalgia workshop design and two stages of the interview, analyze and sort through field notes, observation of the elders' participation in the workshop, the video records and also the content of their works. This research is expected to serve as a suggestion for the executor of regional revitalization, become one of the feasible plans to promote work execution in the future and enable local elders to find connections with the local area through the participatory nostalgia workshop and empower their place belongingness.
