  • 自然災害日益影響世界,其中洪水是近幾十年來最具破壞性的事件之一。廣泛的洪水災害經驗表明,迫切需要更好的解決方案來保護基礎設施和人們。這項研究在泰國東北部烏汶府的高風險脆弱社區大萬應進行,旨在評估災害管理和應對的需求和效率。研究框架(Yang, 2010)將信息、資源動員和跨組織合作作為關鍵變量。方法包括對9名利益相關者進行深入訪談,包括居民、地方政府官員和合作團隊領導,以分析災害管理實踐的有效性。研究結果揭示了幾個關鍵見解。首先,目前的資訊傳播和資訊平台利用,不足以滿足居民的疏散需求。其次,有效的資訊共享操作提高了災害預防過程的效能。第三,資源分配的標準已經建立,但仍需要額外的資源。第四,政府資源的應對效率未能滿足社區的需求。第五,需要更高程度的合作應對。最後,政府領導人的角色在資源動員和與所有利益相關者的合作中表現出色。此外,讓所有利益相關者參與建立支持基於社區的災害管理結構的知識或問責制,有助於建立信任,確保社區在減輕未來災害方面的努力更加有彈性和可持續性。

    The purpose of this study is to evaluate the disaster management effectiveness of Tha Wang Hin Community at Ubonratchathani Municipality. The effectiveness is based on needs and efficiency. The research framework (Yang, 2010) integrates information, resource mobilization, and inter-organizational collaboration as key variables. The methodology involves in-depth interviews with 9 stakeholders, including residents, local government officers, and leaders of cooperative teams, to analyze the efficacy of disaster management practices. The research findings reveal 6 key insights. Firstly, information dissemination among residents was insufficient during the response. Secondly, the efficiency of information sharing must be improved. Thirdly, community residents’ needs were not fully satisfied although plenty of resources were mobilized. Fourthly, mobilization and response were partly efficient. Fifthly, the response process was efficient. Lastly, local government were effectively responded. Additionally, the study suggests that information dissemination needs to collaborate with local media outlets ensures accurate and timely. Secondly, Develop disaster information dissemination by training cadres. Thirdly, resources mobilization should be based on residents’ needs. Fourthly, the efficiency of mobilization response efforts should be evaluated. Fifthly, enhancing Disaster Resilience and Management through multi-level government. Lastly, increasing and sharing successful cross-domain collaboration plans for disaster management. These strategies collectively ensure the community's efforts towards better resilience and sustainability in mitigating future disasters.
