隨著全球化及資通訊科技發展,各國經濟相互依存關係愈發密切,單一經濟事件可能在不同國家、不同空間尺度引發不同強度的衝擊,衝擊也日趨頻繁。因此,產官學界相關研究逐漸從原本強調經濟競爭力轉向重視經濟韌性(economic resilience) 與經濟脆弱度(economic vulnerability),以瞭解哪些地區可能遭受較嚴重衝擊,或各區域經濟體系如何面對外部經濟衝擊。
2008年,美國次級房貸引起全球金融危機,臺灣連帶重挫。然而國內關於2008金融危機的研究多集中在經濟、金融領域,且國內目前經濟韌性相關研究,多以特定產業討論特殊事件下的經濟衝擊,或以特定空間探討不同衝擊對於長時間經濟發展的影響,尚缺乏針對重大事件發生前後,地方經濟發展差異的討論。爰此,本研究欲以經濟韌性角度,運用財政部營利事業銷售額資料,解析2008金融危機對臺灣全國、區域、縣市各產業的影響與臺灣在該衝擊下的經濟韌性經濟脆弱度表現,盼透過檢視地區在金融危機的經濟韌性表現,更具體的掌握具經濟韌性之地區的特質。
研究發現,北部與中南部地區的韌性與脆弱度有明顯差異。標準恢復類型的區域及縣市,脆弱度較高,且多分布於中、南部區域,如臺中市、臺南市、高雄市。而逆週期類型的區域及縣市,脆弱度較低,且多分布於北部區域,如新北市、臺北市、基隆市。
With the development of globalization, the interdependence of economies among countries has become increasingly close. A single economic event can lead to varying intensities of impacts across different countries, and these impacts are becoming more frequent. Therefore, relevant research has gradually shifted from a focus on economic competitiveness to economic resilience and vulnerability. This shift aims to understand which regions might suffer more severe impacts or how various regional economic systems cope with external economic shocks.
In 2008, the US subprime mortgage crisis triggered a global financial meltdown, which also had a profound impact on Taiwan. However, domestic research on the 2008 financial crisis has largely concentrated on the economic and financial domains. Consequently, there remains a lack of discussion on regional economic development disparities before and after significant events. Therefore, this study intends to analyze the economic resilience and vulnerability of cities in Taiwan under the shock of 2008 financial crisis. Specifically grasp the characteristics of economically resilient regions. Findings from the research reveal noticeable disparities in resilience and vulnerability between the northern and central-southern regions. Regions and cities categorized as " Standard Resilience " types exhibit higher vulnerability and are predominantly situated in the central and southern regions, such as Taichung City, Tainan City, and Kaohsiung City. Conversely, regions and cities classified as "Counter Cyclical" types demonstrate lower vulnerability and are mostly concentrated in the northern regions, such as New Taipei City and Taipei City.
