設計專案透過規劃與控制來繪製出符合業主需求之作業,設計專案之所以不易管理,皆歸因於設計階段過程複雜、資訊多樣、參與人員眾多等因素所致,過去研究亦指出規劃完善的設計流程不僅能滿足業主需求還能有效地節省專案成本與時間。由於設計專案是多人協商的整體合作工作,專案進行過程中常需要來自於不同單位的人員協同參與,並且作業資訊多具不確定性,往往需要資訊反覆傳遞之需求方能得到一合適的設計成果。由此可見,資訊之傳遞與處理順暢與否將會影響專案執行的效率,因此,管理人員不應該單單只考量如何規劃完善的設計流程,更須對作業程序與組織設計做出整體性的規劃。
過去相關研究提出以資訊流程的角度來處理組織結構,建立設計作業項目間之相依關係結構矩陣來處理作業間反覆的資訊傳遞溝通,模擬微觀的資訊流程及組織內部各成員溝通協調的行為,來預測組織內成員以及整個專案組織的績效,其結果顯示應用微觀理論與分析工具的確能產生相當詳細的組織設計方法,但是綜觀整體組織結構,其屬性大多難以數量化表現,因此本研究由巨觀的角度來描述組織結構,並從各項組織結構面模擬其成員處理作業的行為,最後的模擬表現將作為挑選合適組織結構的依據。
本研究旨在發展一套有系統的組織結構設計分析工具,經由組織目標的設定來選擇組織結構的形式,再結合作業資訊流程以及組織溝通模式來對組織績效作量化的預測,以期能輔助專案管理人員進行設計專案組織。本研究首先經由組織的需求定義組織策略,隨後訂定衡量組織結構的指標,利用模糊推論系統概念對於組織結構進行分類,並建立一套抽象模型模擬組織成員依循組織結構的分類法則來執行專案處理,比較各種不同組織的模擬表現能協助管理者做出完善的規劃。
經由案例應用顯示本研究之設計專案規劃工具,在合理時間內確實能得到適切之成果,管理者可經由考量不同的目標獲得數種方案,在可行的方案中進行評估衡量找出最適合的方案作為進行組織規劃時之參考。
The result of the design project should be accordance with the requirements from the proprietor. However, it is not an easy task to manage the design project because of the complexity within the design stage process, the versatility of information, and the large number of people involved. Moreover, past studies show that a comprehensive and well-planned design process not only satisfies the proprietor’s needs but also can be cost-effective and timesaving. Since executing design projects required collaborated efforts, the organization structure to process information is important. Also, since the operation information is large in quantity and possesses uncertainty, the conveyance of information, and the smoothness of processing will affect project execution efficiency. Therefore, comprehensive planning on operation procedure and organization structure is essential.
In past research, organization structure was designed to cope with design activities within the project. In addition, Dependency Structure Matrix was established to represent the relationships between design activities in terms of information flow. Furthermore, the performance of the entire project organization had been predicted by means of simulating micro-information process and intra-organization communication. Results show that detailed organization design methods are produced by use of micro-theory and analysis tools. However, the attributes of the organization structure were generally difficult to quantify. Therefore, this study viewed the organization structure from a macro-perspective. Respective member processing operation behaviors are simulated based on organization structure dimensions. Finally, the simulated results shall serve as reference for selecting a suitable organization structure.
A set of systematic analysis tools for designing organization structure is developed in this study. At first, the organization requirements are defined to formulate organization strategies. Then, some factors that determine the organization were chosen to develop a fuzzy-based system which categorizes the types of organization structure. Moreover, a set of abstract model is set up to simulate organization member based on the organization structure classification method. The simulated performances of the different organizations were compared to find out a pattern that can help the manager to plan an appropriate organization structure.
