在全球化的趨勢下，為維持都市的地位與競爭優勢，許多地方政府和學者採用「策略式空間規劃」整合都市有限資源，提供都市一個遠景，且有效引導都市空間發展。而都市交通轉運地區作為「流通環境」，具有良好的可及性，通常能聚集人口、產業、資金，是都市網絡中重要的節點，若能妥善規劃，便可達到成長管理目的，並因而提升都市競爭力。本研究以策略式空間規劃的理念，先分析一個都市(高雄市)的空間結構及發展策略，再尋求都市交通轉運地區(高鐵左營車站地區)再發展的契機。

For the impact of globalization, many local governments and scholars introduce “Strategic Spatial Plan”, take advantage of limited resources to improve city competitiveness, provide a common urban vision and development guideline. The traffic transportation areas, as “mobility environment”, in where population, industry and capital have been gathered , are important nodes in network cities. Therefore, it is worthy to regard these regions as focused areas to spatial plan for growth management and city competitiveness.
In this article, we tried to apply the concept of strategic spatial plan to analyze the current development status of Kaohsiung. Then we tried find the best way to redevelop Zuoying HSR Station area.
