路途中交通資訊服務提供之目的在於能支援用路人於旅途中之決策,並有效提升交通運輸之效率以減低或避免交通之不順暢。其中,將交通資訊傳遞給用路人之環節中,需要考量到資訊內容本身之特性以及通訊網路之適用性。因此,本研究之目的欲探討在不同通訊網路之特性、限制、成本等因素考量之前提下,如何選擇出適用之通訊網路以滿足不同種類交通資訊需求之傳遞。
本研究將交通資訊分類為用路人普遍須即時獲得及個人化需求之資訊內容,前者為較具即時性之重要資訊,後者傾向具個人化性質,其分別利用網路群播及個人化互動型態方式傳送。根據相關文獻,層級分析法(Analytical Hierarchy Process, AHP)可有效應用在不確定情況及具有數個評估準則的決策問題上,由於研究中探討之通訊網路候選方案及其評估指標皆具有相互取捨(trade-off)之特性,因此適合採用AHP方法評選出適當之方案。本研究自AHP層級架構設計出專家問卷進行調查,藉此獲得選用各無線通訊網路適用時機之優先順序,可提供交通資訊服務業者於提供資訊應用服務時之參考。
評選之結果中,數位廣播及行動電話網路分別為網路群播及個人化互動型態傳送所宜先考量選用之系統。其中,數位廣播屬較新之技術,其推廣與應用仍需仰賴政府及企業共同合作,行動電話網路就技術上而言則已發展大致完備,惟其終端設備仍需加緊配合並開創更具吸引力之多媒體應用服務,始能更徹底與大眾之生活緊密結合。交通資訊服務產業之發展就長期規劃而言,實有賴於政府單位協助扶植推動,交通資訊內容整合之軟體條件及通訊網路基礎建設之硬體條件,經發展、整合完備後,才能真正發揮最佳的服務效果。
The purpose of en-route traffic information provision is to support the decisions of travelers. It can also increase transportation efficiency and avoid the crowded situation. In order for transmitting information to travellers, the information characteristics and communication systems applicability should be assessed. This study mainly discusses how to choose suitable communication systems to match different kinds of information needs, given the distinct characteristics, limitations, and cost of the communication systems.
The traffic information is divided into real-time information relevant for all travelers and personal need information. According to the literature, the Analytical Hierarchy Process can be effectively applied to uncertain situations and multiple criteria decisions. Due to the trade-offs among the communication alternatives and evaluation criteria, it is suitable using AHP to choose the proper alternatives. The questionnaire is designed to investigate the experts’ opinions, which are then applied to set up the priority of communication systems
The outcomes indicate that the Digital Audio Broadcasting (DAB) and mobile networks are the best systems. The promotion and application of DAB still desires the government and enterprises to cooperate with each other. Technically, the mobile networks are ready. But, the terminal equipment and multimedia services should be further enhanced. For the long term plan, the development of traffic information industry is heavily dependent on the assistance from the government. It could bring the best services after the digital contents combine fully with the communication networks infrastructure.
