摘要
績效指標與機制為一套評分系統,用來衡量執行專案的目標達成度或績效,管理者能透過指標情況標準與數值,判斷計算績效的優劣。國內多數營造廠商,習以主觀經驗,單方觀點看待施工績效,結果不易為人接受。
本研究由定義施工績效著手,建立架構與尋找指標,然後整合建立施工專案績效指標與架構。建立架構併入施工流程中輸入、過程與輸出三階段,與成本、品質、時間三大專案目標。尋找指標則由專案管理、文獻、契約與規範中之執行要求、理論、條款、標準,導出之指標具體又完整。並設計出一套施工績效評估工具,明確定義各指標內容以供衡量,說明使用方法,建立評估機制。
所建立的指標經檢驗後,配合不同工程時期使用不同的指標組合,可找出每個時期之管理重點。另外定出各時期的指標權重,透過指標值與權重的比例,可分析專案細部績效。將此架構測試6個實際施工專案,並分析其整體與細部績效,能找出問題所在,初步驗證此機制的實用性。
Abstract
Performance measures and evaluation mechanisms are a set of scoring system. It is used to evaluate performance or the achievement of a construction project. A construction manager can judge the condition from the standards and numbers of the measures. However, most contactors in Taiwan measure construction project performance based on their own experiences and personal views. The result is hard to be accepted.
This research builds the construction project performance measures and framework. It starts from defining the construction performance, establishes framework and searches for the measures, then, combines them together. The framework includes the three stages of a construction process such as input, process, output and three goals of a project such as cost, quality and time. The sources of measures searching are from requirements of project management, theories, contract articles and standards of specifications. The measures derived from the above are specific and complete. This research also designs a tool for construction performance evaluation. The instrument clearly defines the content of every measure, explains to evaluator how to use, and builds the evaluation mechanism.
The measures and mechanisms are tested valid on 6 construction projects. The measures can be combined for different construction stages and display management focus in every stage. Setting the weights of measures in every stage, it can score performance to further detail.
