In view of the promotion by the Ministry of Economy of the new Ten Major Constructions, the M-Taiwan Plan, to establish broadband internet access and mobile communication applications for Taiwan, and difficulties for private fixed lines telecommunications companies in building access loops, this paper we propose to use the WiMax system to replace the access loops system of private fixed lines telecommunications companies, and uses cluster network structure and multiple frequencies to resolve the blind spots of wireless communication and frequency interference. Then, bandwidth demand analysis is conducted for different client types, and the differences in budget of the WiMax cluster system and traditional access loops are established. This proves the feasibility of replacing access loops of private fixed lines telecommunications companies with the WiMax mesh-cluster system. In summary of the above, because it is not easy to set and amend regulations, and in consideration of costs for telecommunications companies, it is possible for Taiwan to be digitized through Worldwide Interoperability for Microwave Access (WiMAX), because it can save FTTH network investment costs and cause companies not in fixed lines telecommunications to be unable to invest.
