全球行動電話的用戶數在2010年底已達到五十三億。台灣在全球行動市場上有高的普及率,行動電話普及率在2011年時達到120.2%,基地台數量有60,000座。在過去十年中,有越來越多的關注是有關於電磁波可能對人體產生健康的影響,像是基地台和無線通訊設備所發射出的電磁波。而世界衛生組織在2011年也第一次證實使用手機可能會增加腦膠質瘤的類型的風險,是一種惡性腦腫瘤的類型。
本研究是從業者的觀點去看決定居民抗議基地台選址的因素,構面包含了業者的態度(如:同理心),業者的策略(如:補償、協商、參與),和外部因素(如:大眾媒體和知覺風險)在這篇研究模型中。樣本收集是訪問行動服務和Wimax的員工在2011年3月到4月間作問卷發放,一共發放250份問卷,回收222份,回收率為88%。這些受訪者都有參加基地台設置、基地台營運服務、和處理基地台選址的糾紛。並在樣本收集後根據本研究的假設模型,以結構方程模式作估量與結果判斷。
本研究結果總結如下。業者對住在基地台附近居民有同理心發現對居民抗議基地台選址行為有負向影響關係,在業者策略方面,補償和參與發現對居民抗議基地台選址行為有負向影響關係,但在協商這部分是不顯著的。最後,兩個外部因素的影響,大眾媒體和知覺風險發現對居民抗議基地台選址行為有正向影響關係。本研究整合業者的建議是關於如何減少居民抗議基地台選址和提供務實的管理建議基地台選址選擇策略給行動業者和管理策略給電信管理單位。最後,在這項研究中的結果可以和過去文獻做比較並填補和過去文獻中的差距,從當地居民和行動業者的觀點去看基地台選址的衝突。
Worldwide mobile cellular subscribers reached 5.3 billion by the end of 2010. Taiwan has one of highly penetrated mobile markets in the world, the penetration rate of its mobile services reached 120.2% in 2011 with a total number of 60,000 mobile base stations (MBS). Over the last decade, there has been mounting concern about the possibility of adverse health effects resulting from exposure to radiofrequency electromagnetic fields (EMF), such as those emitted by MBS and wireless communication devices. World Health Organization has recently confirmed in 2011 wireless phone use is associated with an increased risk for glioma, a malignant type of brain cancer.
This study investigates the determents of residents’ behavior to resist MBS siting in Taiwan from the perspective of operators by incorporating operators’ attitude (e.g., empathy), operators’ strategies (e.g., compensation, negotiation, and engagement), and external factors (e.g., media coverage and perceived risk) in the research model. A total 250 employees of the operators of mobile and Wimax services were interviewed by questionnaires during March to April, 2011, and 222 effective respondents are collected (effective sample rate is 88%). These respondents handle the construction and operation businesses of base stations and deal with the siting disputes. The causal relationships in the proposed research model are evaluated using structural equation modeling.
The findings of the study are summarized as follow. Operator with empathy toward lived near MBS is found to be negatively related to residents’ behavior to resist MBS siting, As for operators’ strategies, compensation and engagement are found to be negatively related to residents’ behavior to resist MBS siting, but negotiation is found to be non-significant. Finally, two external factors, media coverage and perceived risk are found to be positively related to residents’ behavior to resist MBS siting. This study integrates operators’ opinions on how to reduce residents’ resistance to MBS siting and provide pragmatic managerial suggestions for the MBS siting selection strategy to mobile operators and for the MBS managerial policy to the telecommunications authority. In the end, the results derived in this study are also compared with the literature to bridge the gap of the viewpoints for local residents and mobile operators upon the conflicts of MBS siting.
