農村再生條例是台灣首次以農村社區居民為對象，透過制定法律輔以政策，配合政策執行之農村再生計畫有別於一般計畫，具有法律效力，自2010年迄今，已施行多年，投注眾多資源於社區之中，期許透過此計畫執行促進農村由下而上的永續發展，目前進行培根計畫課程社區數達2402個，提報農村再生計畫之社區為683個，已通過計畫核定並執行當中的社區數有578個(2016年8月)，參與農村再生的社區年年增長，對於農村社區有廣大的影響，社區為取得農村再生社區的資格，必須先參與4 階段，共92小時的培根課程，在學習中凝聚社區共識，建立社區特色、前景明確的長期發展計畫，並依據社區需求提出4-10 年的願景規劃，伺通過取得資格後隔年開始逐年執行。
然而，個別社區年度執行計畫是否能依循其發展願景而達成農村再生活化目的?計畫整體發展構想與實質計畫執行之間方向是否一致?計畫執行與實際施行是否存在差異?值得深入探討。除此之外，過去雖有許多相關研究著力於農村再生計畫評估，這些研究主要針對計畫結果評估，而對農村再生計畫內容之研究較少，本研究期望針對農村再生計畫與其計畫實際施行之關係進行探討，並瞭解以及影響兩者落差之因素。
本研究選取高雄市農村再生計畫審核通過五年以上的9個社區作為個案研究對象，將計畫評估方法運用於社區規劃尺度，藉由二手資料分析、社區田野的直接觀察，統整出農村再生計畫施行現況，評估計畫品質與計畫執行狀況，進一步由深度訪談歸納出影響計畫之因子。
本研究結果得知:
一、 社區農村再生計畫品質情形，而社區計畫內容中滿分之評估指標皆依照農村再生計畫相關規範撰擬、社區對於產業發展之需求較為明確、計畫內容將影響農村再生計畫之延續性、計畫對於組織人才與地方感之著墨較少。
二、 計畫品質不影響計畫執行狀況，社區實際需求與計畫內容之間有落差。影響計畫之因素，分為社區內部因素及政府政策端的外部因素: (一)內部因素包含計畫與社區實際需求之差異、社區民眾參與之動能性、土地使用與權屬複雜、社區領導力維持不變、缺乏財務規劃知識。(二)外部因素含括行政業務之負擔、計畫規範、組織運作與協調及政府部門資源挹注。

This study aims to evaluate the “Rural Rejuvenation Plan” implemented by the rural rejuvenation communities in Kaohsiung, Taiwan. The study used mixed methods to evaluate the program by evaluating the plan quality of the community rejuvenation plan and the conformance of plan implementation. First, plan quality was examined by coding the content of the plan and compare with the progam goals to evaluate its quality and community performace. Second, descriptive statitics were used to evaluate the conformace of plan implementation. Finally, this study examined the factors that influence plan implementation through direct observations and in-depth interviews with the stakeholders.
The study found that (1) the communities’ Rural Rejuvenation Plans were written based on the guildelines of the Rural Rejuvenation Act. The plan focused on economic development and put less emphasis on the social dimensions of the rejuvenation, including the community organizations and the residents’ sense of belonging. (2) Plan quality did not affect plan implemtation, which means communities’ certain needs were different from their annual implementation projects. (3) Factors affected plan implementation came from both internally and externally. Internal factors included: the mixmatch between plan and actual needs, the level of residents’ participation, the copmplexity of land tenure in the rural area, the continuaity of community leaderships, the lack of financial and planning knowledge.External factors contended: administrative loadings, strick project specifications, instutional arranegemnts and coordination, and resource allocations from the program administration offices.
The results of this study wish to provide empirical evaluation results for the Rural Rejuvenation and offer recommendations for the policy makers and planners to manage the performace of Rural Rejuvenation policy.
