在工業化與都市化的影響下，都市的經濟、社會體系及結構逐漸改變，曾是都市一部份的產業活動，往往面臨變遷甚至是沒落的衝擊。而這些代表台灣現代化及經濟發展的產業，是作為珍貴的產業文化及見證台灣都市發展的重要資產。在近年來積極推動歷史文物保存的工作下，產業遺產的保存亦成了刻不容緩的工作。而與其他過去產業不同的地方，台灣的電力事業從建設開始便從未停止運轉過，其事業日益拓展、龐大。然而正因台電事業仍不斷的成長，更新與汰舊的速度讓具有價值的文化資產保存工作同樣需要快速進行。除此之外，目前資產保存與再利用的議題不斷的被提出，但多數的保存及再利用的工作仍落於建築、器物等有形文化資產上，往往無形文化資產卻無法被實際保存或再利用，例如生產者於生產空間所產生之事件及空間記憶；產業文化景觀的變遷等。
本研究將從文化地景的觀點，以影響台灣西部地區發展密切的濁水溪流域之濁水水利發電所作為實證研究對象，提出國內產業遺產保存與再利用的課題下，藉由地景敘事方法的建構作為產業遺產歷史文獻與口述訪談等資料的調查與分析，整合為可以作為敘述故事的敘事題材，作為記述空間記憶及人們產業活動與地方變遷的方法，並重現濁水水利發電所對於在地環境的貢獻及共生關係。

The influence of industrialization and urbanization on urban economy and social structure are made some of conventional industries to face the decline themselves. But some of the industries which represent the modernization and economy development are valuable to industrial heritage and urban development of Taiwan. In recent years, the Government have been implementing the conservation of historical relics actively, and the conservation of industrial heritage is also of great urgency. In Taiwan's industrial heritage, the Taiwan power company is an unique industry than other. It is the characteristic that Taiwan power company have never been terminated since its construction. And its undertakings have increased day by day. However, the rapid of its constant growth and renovation prompts to weed out old plants. And it is also an impact on conservation of industrial heritage. Therefore, the conservation must be carry out urgently. Besides, the issues of culture heritage conservation and reuse are proposed constantly, but those still stress on tangible cultural heritage, buildings, and implements. It is lack of real emphasis on spatial memory and spatial transformation of the industry.
This study is focus on the Jhuoshuei Hydro Power Plant of Taiwan Power Company that effected the regional development of west Taiwan from cultural landscape perspective. And the study also proposes the classification and scope of cultural landscape considering the issues of industrial heritage in Taiwan. In addition, it forms a model that can show industry spatial memory, people's industry activities and spatial transformation by the concept of landscape narrative. We could use this way to let the contribution and symbiosis of power plat industry reappear at local and regard it as the reference of urban heritage conservation and reuse in the future.
