金融科技在銀行業已沸沸揚揚,在金融科技數位化時代下,我國金融機構及銀行產業之轉型過程中,藉由金融科技對於銀行經營模式的改變及銀行業在業務上透過科技提供更有效率的服務,然而藉由運用科技所推動相關的數位金融服務,也瞭解到在這樣金融科技環境下的法令遵循層面及銀行從業櫃檯人員的人力配置需求的隱憂問題。
為探討國內銀行在金融科技下法令遵循風險分為強化方向及推動的困難,以及是否全面取代銀行櫃檯人員,本研究挑選國內一家銀行為個案研究,並藉由資料研究及深度訪談,將訪談結果資料整理逐字稿,並擷取進行資料比較分析後做綜合整理。
經研究結果發現對於法令遵循層面問題主要回歸政府的態度,對於我國銀行法令政策需要更明確擬定法令條款來落實法令遵循,而在銀行櫃檯人力層面問題,就目前金融科技尚無法完全取代所有櫃台人力,但為了跟上金融科技的進步以及銜接未來不同創新的金融模式,目前傳統櫃檯人員甚至是金融從業人員必然要做轉型,為未來需求作配置。
SUMMARY
Financial technology has been in the banking industry. In the era of financial technology, in the process of transformation of financial institutions and banking industry, with the changes in the banking business model of financial technology and the more efficient services provided by the banking industry through technology, however, by using financial technology to understand the risk of the compliance and the banking employees configuration under the financial technology development.
People have become accustomed to the use of smart online banking, the provision of service and convenience by banks to lead to violations of the risk.It can be seen that the loopholes in the Banking Compliance Risk. On the other hand, there is less and less value for traditional banking. The new generation of population structure and the habit of using smart devices made the traditional bank branches that were fast and convenient at that time become the first victims affected by financial technology, and directly impacted the needs of banking practitioners.
The main study purposes of this paper are as follows: First, understand the current situation of the transformation of domestic banking financial technology. And second, explore the difficulties in the direction and promotion of banking compliance risk under development of financial technology. Third, explore whether financial technology has completely replaced banking employees under development of financial technology.
According to the research results found that the important of banking compliance risk to return to the government’s attitude. For the banking decree policy, this study necessary to define to the provisions of the decree to implement the decree. At financial technology was still unable to completely replace all banking employees. In order to keep up with the advancement of financial technology and to connect with different innovative financial, the traditional banking employees and financial practitioners must be transformed to configure.

INTRODUCTION
In today's domestic banking industry, in the financial development, domestic traditional bank branches have to adapt to the changes in the financial development through transformation, and promote the relevant financial service. Financial technology makes financial services more efficient. It handles traditional financial transactions that are traditionally owned by banks through software technology, and provides more accurate credit scores through machine learning, big data, block chain and other technologies. It is an important basis for financial services. In the process of development, it also faces the issue of compliance with banking compliance risk and employees configuration. This study mainly discusses the issue of compliance with banking compliance risk and employees configuration, and provides effective suggestions to help banking industry face the solution of problems.
MATERIALS AND METHODS
This study mainly relies on the Asia-Pacific Anti-Money Laundering Organization's third round of mutual assessment projects and results recommendations, and selects a domestic bank for case study, in accordance with data study and in-depth interviews. The interview results are collated in verbatim, and take the comparative analysis of the data for comprehensive analysis.
RESULTS AND DISCUSSION
According to the study results, this study understand that the transformation of banks in the financial technology environment has continued to evolve toward the direction of banking, and gradually evolved from the third stage of the action bank to the fourth stage of de-entity branches. And develop a technology system to respond to future banking business, so that business transactions are not limited by location and time, making services more convenient. In such a convenient environment, this study also found that problem of the banking compliance risk and employees configuration.
In the face of the Banking Compliance Risk, it mainly returns to the government attitude.
In another part of the banking business, there are fewer factors in the scope of laws and regulations. In contrast, the practice operation policy specifications follow more.
And banking employees in the financial environment are indeed lower than traditional bank manpower requirements, but it does not mean that banking employees are completely replaced by financial technology. However, the transformation of traditional counter personnel and even financial practitioners is inevitable. In order to keep up with the advancement of financial technology and to connect with different innovative financial in the future, the self-recognition of Banking employees is very important.
CONCLUSION
This study suggests that in the banking financial technology development, the government should follow the rules and regulations and the good decree mechanism measures for the compliance risk, and the effectiveness of the banking industry in accordance with the compliance risk and regulations.
The government should strengthen the cognition and propaganda of the people's compliance with the compliance risk and regulations through media-related units, and has reached the consensus of the people on the cognition of the compliance risk. On the other hand the banking institutions should give employees transformation training plans in the context of financial technology, in order to meet the needs of the banking's for transformation and configuration.
