為解決環境污染所造成的氣候變遷,以及能、資源銳減日益嚴重等議題,循環經濟(Circular Economy,CE)至今依然被許多國家視為解決經濟與生態效益的替代方法,其中,臺灣於 2015 年提出「5+2」產業創新政策,期望能推動產業永續發展,亦同時解決環境問題。不過隨著時間的演變,在國際學術界中,近幾年提出新概念-循環生物經濟(Circular Bioeconomy,CBE),是以生物資源為主的循環利用,此部分在臺灣目前是基於 CE 政策下,推動許多生物資源方面的循環計畫,甚至在企業中已發展許多類似 CBE 的生物資源循環利用之概況。
在 CBE 產業鏈中,所謂再製工廠(場)其「區位選址」極為重要,其區位的設置影響企業自身在 CBE 製程中的獲益,也影響整個 CBE 產業鏈的效益,因此,本研究以深度訪談法(In-depth interview)來收集資料,並以樣版式分析法(Template analysis)進行訪談資料之分析。而研究分析架構的部分,將梳理 CBE產業鏈製程、制度環境與再製工廠(場)區位選址考量之間的影響關係,並從中探究 CBE 產業鏈中再製工廠(場)的區位選址考量,藉以探究 CBE 產業鏈之間的關係與制度環境如何影響再製工廠(場)其區位因素。
研究結果發現,CBE 產業鏈製程沒有固定的模式,但還是可以分成主要兩種情境,包含情境(1)-廠(場)內自行處理,過程中含內循環模式,跟情境(2)-廠(場)外收購處理,過程中含產業合作共生概念。而絕大部分的公司(單位)屬於情境(2),可知 CBE 概念中產業合作共生的重要性。此外,亦發現 CBE 產業鏈中再製工廠(場)的區位選址,可透過生物技術產品其附加價值高、低,與企業發展的不同階段,做為區位選址的參考依據。其中,產品附加價值高包含:醫療用途、美妝保養、保健食品,產品付價價值低包含:肥料、飼料、生質能源、簡易食品;企業發展階段又可分成:新創階段與已發展一定規模經濟階段。
基於 CBE 產業鏈中再製工廠(場)的區位選址的歸整,本研究發現 CBE 產業鏈之間包含「區位」與「合作」關係,因再製工廠(場)考量成本因素或環境因素有關,或因考量成本因素連帶影響技術層面,進而涉及需與相關產業鏈合作所致。因此,CBE 產業鏈中再製工廠(場)的區位因素,確實會受到產業鏈製程的影響,也會受到制度環境影響,其中,再製工廠(場)通常都是「被動」受到制度因素或社會因素影響。由此可知,產業鏈互動關係的重要性,涉及資金成本與產業鏈合作共生概念,皆為影響再製工廠(場)其區位因素的重要關鍵。
根據結論,CBE 產業鏈中再製工廠(場)的區位因素可藉由生物技術產品其附加價值高或低,及企業發展階段做區分。基於臺灣目前現況 CBE 的發展,本研究在實務方面,建議目前在操作類似 CBE 的農業相關部門與單位,包含中央單位與其底下的研究機構,以及各縣市地方政府,甚至負責國土規劃的空間規劃者,在進行 CBE 產業鏈中再製工廠(場)之區位選址時,應審視自身對空間的需求、進行資源盤點,並嘗試與其他相關的公司或單位合作,以找到最適宜的區位選址,促使經濟、社會與環境皆能永續發展。
In the international academic community, a new concept - Circular Bioeconomy (CBE) has been put forward in recent years, which is based on the recycling of biological resources, to solve the climate change caused by environmental pollution and the sharp decline of energy and resources. Accordingly, in the CBE industry chain, the "location selection" of remanufacturing plants is important, it affects the benefits of the company itself, and the benefits of the entire CBE industry chain. Therefore, this research hopes to explore the interaction between the CBE industry chain, and the location selection and location of factories in the CBE industry chain. And explore how the relationship between the CBE industry chain and the institutional environment affect the location factors of the remanufacturing plant.
Use in-depth interviews to conduct interviews with relevant companies and research Since there is no relevant research to explore the location analysis of the CBE industry chain, this research attempts to define the concept of CBE in the part of the literature review and takes this concept as the scope of research. Using in-depth interview to conduct interviews with relevant companies and research institutions, and conduct data analysis intemplate analysis.
The results are found that the location factors of the remanufacturing plants in the CBE industry chain is affected by the high and low technical thresholds of biotechnology products, and the development of different stages of enterprises. Therefore, agricultural-related departments and spatial planners operating like CBE should conduct resource inventory when selecting the location of remanufacturing plantsin the CBE industry chain and find the most suitable location selection through cooperation.
