高雄捷運以公私合夥BOT( Build Operation Transfer)方式的計畫不全然為失敗案例，其仍擁有成功之處，包括總工程建設經費無預算追加的問題、及興建時程的效率等；但在國內由於大型公共工程建設之BOT 實務經驗較欠缺且法令與相關制度亦未竟週延，而衍生出一連串對於高雄捷運BOT 模式決策與興建及營運過程的質疑，至今仍爭議不斷，因此本研究主要針對其計畫執行缺失之問題處進行研究。

本研究以質化研究進行蒐集高雄捷運計畫之個案資料及透過訪談方式進行，藉此了解高雄捷運公私合夥BOT模式背景，及在政策推動過程中之公私部門當事人對於政策執行狀況的認知及意見進行歸納分析。公私部門當事人訪談對象選取上，選擇公私合夥於不同階段之各部門的受訪者，1.規劃階段之負責公司，2.興建階段之政府單位的相關主管、業務承辦人，3.營運階段之高雄捷運公司之相關主管。選取各階段不同訪談對象的原因為其身處不同之執行單位機構，其對相關執行問題會有不相同之詮釋。

藉由半結構式訪談研究的初步發現：
1.規劃階段：得標者無自行評估政府提供之規劃預測報告，導致財務計畫失準。2.興建階段：場站聯合開發應配合捷運興建階段進行規劃與環評及招商作業。3.營運階段：（1）推動私部門投資公共建設，政府仍需提供相關政策的輔助。（2）大眾運輸的整合、及相關優惠措施制度的必要性。

本研究依據高雄捷運後續短期營運所需執行的項目提出以下公共運輸政策的建議：（1）抑制私有運具之使用，（2）提升公共運輸之整體客運服務品質。

Kaohsiung Rapid Transit System was a project of BOT model, and this project should not be classified as a failure project. Instead of the negative perception, this project no doubt has several successful achievements, such as unlimited supplementary budget in construction, and the progress of project. But in practical realm, Taiwan is either lack of experience or strong regulations in BOT model mass construction project. Under this amorphous, this project has faced a lot of critical challenges and questions on decision making, construction and operation in the name of BOT. This research focuses on the false of project execution which under BOT model.

This qualitative research collects data of Kaohsiung MRT project, via interviews study to understand the background of cooperation and project suggestions between public and private sectors in policy execution process. This study interviews the stakeholders of the project in different stages, included the responsible company in planning phase, supervisors of authority in construction phase, and the last is the head of KRTC (Kaohsiung Rapid Transit System) in operation phase. The purpose of those interviews is to understand the critical problems for both sectors in different phases.

This study has found some achievements through semi-structured interview as below:
1.Planning phase: the successful bidder did not re-evaluate the planning report which provided by government caused the failure of finance planning.
2.Construction phase: joint development of stations should coordinate with KRTC, as well as with the project’s environmental impact assessment and business invitation.
3.Operation phase:
(1) Government should provide the supplemental of related policy to encourage private sector invests in public construction.
(2) The necessary for integration of public transportation and favorable measure in institution.

According to the short term operation needs for Kaohsiung railway, this research giving some suggestions for public transportation policy, (1) limitation on private vehicles use, (2) improve the quality of overall public service in public transportation.
