住宅價格,一直是重要的民生議題之一,過去政府推出了許多有關抑制房價的措施,這些措施針對的政策操作變數,對於台灣各地區域,不一定都會達到想要的抑制效果,因此房價影響因子在這樣的空間異質性(Anselin, 2010)的表現是本研究的研究重點之一。具體來說,就是從『操作地區的(空間規模與區域差異)』以及『模型結構』,來觀察房價影響因子在空間異質性下的表現。本研究的貢獻在於,提供住宅政策制定者一些建議關於空間規模、空間迴歸的種類,以及空間的發展結構如何影響房價現象。由最後的實證結果得知,並沒有一個共同顯著的影響變數,可以作為一致的標的來影響各地房價。但另一個更重要的發現是政策變數在不同地區會具有不同影響傾向,因而會嚴重影響政策效果,因此本研究建議選擇政策變數具有相同傾向的變數,即使變數並不一致顯著在所有研究地區。
The housing price is always an important public issue, which has a direct relation to people’s life and welfare. In the past, the government had implemented some policies to inhibit the trend of increasing housing price. But, not all the influencing factors of these policies have the same effects on the different regions. As a result, to observe the performance of influencing factor of housing price under the trait of “Spatial Heterogeneity” (Anselin, 2010) is the main focus of this study. Specifically, from the aspect of “operation area” (spatial scale and regional difference) as well as “component structure of analytical model”, the implication of Spatial Heterogeneity is discussed in this research. This study aims to provide suggestions on how the spatial separation, types of regression model and spatial structure influence the interpretation of housing price phenomenon for policy makers. One of the important research finding in the empirical results is that there is not a single commonly significant explanatory variable, which can be the standard in influencing the phenomenon of housing price, when under different study areas. The other is the different tendency of variables in regions, where this trait might seriously influence the effect of policies. A suggestion is to select effective variables with identical inclination, even though they are not significant in all the study areas.
