  • 近年來,人類對於航空的要求日漸增加,預計目前的航空運輸系統,可能將無法承受更多的航空需求量。因此,美國眾多機構合作建立了一個小型飛機運輸系統,希望藉由小型運輸系統緩解目前壅塞的航空運量。而本論文就是將美國的小型飛機運輸系統,運用在台海兩岸。先探討以美國小型飛機運輸系統的四個運作重點,再分析美國建立小型飛機運輸系統時的環境和背景,以及分析小型飛機運輸系統可以解決美國的哪些問題。而後分析中國目前航空運量上的問題,並探討低空空域的法律。最後針對可以運用在台海兩岸的飛機、二線機場、空域的介紹。

    In recent years, the demand of aviation transportation system is increasing progressively. To be anticipated, the current system will not be able to afford more transit volume of the aviation transport in the future. Hence, NASA and other organizations plan a project called small aircraft transportation system (SATS). It hopes to relieve congestion of civil aviation transportation. This thesis will utilize the SATS concept to operate cross Taiwan Strait. Based on its four operations of SATS, this thesis investigates the environment, background and problems to establish SATS in cross strait flights. Concerning the current problems and flight delay happen in China, with reference to law and regulation for low-altitude airspace, the operation concept on aircraft, airports, and airspace operate cross Taiwan Strait is proposed and discussed.
