依據世界衛生組織(WHO)定義,65歲以上高齡者占總人口比率達20%為「超高齡社會」狀態,我國在107年3月時65歲以上高齡人口比例已達14.6%,正式邁入高齡社會,又根據國家發展委員會推估臺灣將在114年邁入超高齡社會狀態,此現象不僅代表人口結構的老化,更值得關注係其中對於社會經濟、醫療健康及交通安全等多面向之挑戰。經分析近104至113年A1交通事故資料,全國該類事故高齡者佔比約40%,嘉義市高齡者佔比甚至高達50%,顯示問題的嚴重性與急迫性。
因應高齡者各種生理機能下降、法規認知不足及考量高齡者交通事故的死亡風險為各年齡層之冠,交通部於100年起推動「路老師計畫」。透過與各縣市政府合作,推廣系統化的交通安全宣導教育,深入村里等高齡者聚集場所,進行實地的交通安全觀念宣導與教育,期以強化高齡者的安全駕駛知識進而降低交通事故發生率。
本研究為探討「路老師」機車無號誌路口教案宣講活動對高齡者交通安全認知與用路行為意圖之影響,並應用計畫行為理論驗證態度、主觀規範與知覺行為控制對行為意圖之預測力,進一步分析性別與自評學習成效之影響。
本研究以嘉義市11處高齡者聚集社區為樣本,進行交通安全知識測驗初測、複測與計畫行為理論構面問卷,並搭配多元線性迴歸、成對樣本t檢定與階層迴歸等統計分析方法。研究結果顯示,參與宣講活動後高齡者於交通安全知識皆有顯著提升,其中以態度及知覺行為控制為預測行為意圖的主要因素。此外亦發現自評學習成效高者,其行為意圖亦較高。
本研究驗證「路老師」機車教案對高齡者交通安全教育具正向成效,惟短期宣導難以徹底改變其用路行為,建議未來政策可強化社區合作與持續性教育,以落實高齡交通安全政策推動。
Taiwan is projected to enter a super-aged society by 2025, with the elderly population (aged 65 and above) exceeding 20% of the total population. Elderly road users face elevated risks in traffic environments due to age-related declines in physical and cognitive abilities, insufficient knowledge of updated traffic regulations, and higher vulnerability in crashes. The Ministry of Transportation and Communications (MOTC) launched the “Road Teacher Program” in 2011 to improve elderly road safety knowledge through community-based education. This study investigates the impact of the motorcycle-focused Road Teacher curriculum for unsignalized intersections on elderly traffic safety knowledge and behavioral intentions, applying the Theory of Planned Behavior (TPB) to examine the influence of attitude, subjective norm, and perceived behavioral control. Data were collected from 11 senior community centers in Chiayi City using a pretest-posttest design, coupled with TPB questionnaires. Statistical analyses included paired-sample t-tests, multiple linear regression, and hierarchical regression. Results indicated significant post-intervention improvement in traffic safety knowledge, with attitude and perceived behavioral control as the primary predictors of behavioral intention. Self-perceived higher learning effectiveness was also associated with stronger behavioral intentions. While the program demonstrated short-term educational benefits, its long-term impact on behavioral change remains limited, suggesting the need for sustained and community-integrated traffic safety education.
