人員訓練是航空產業中重要之課題,其中航機地面維護工作攸關航機持續適航,所需人力龐大,涵蓋專業領域廣泛且專精,因而備受重視。
本研究首先整理國內民航法規中與機務訓練相關之規定,並與FAR及JAR之系統比較。經由整理發現,國內地面修護人員證照系統主要引用FAR之規定,並參考JAR系統,分為機體、發動機與通信電子三類,並包含航空器零附件修護類別。航空人員訓練機構之課程要求則依證照系統建立規定。然目前各系統並未針對航空公司之機務訓練提出法規要求,僅國內以民航通告方式發出「機務訓練作業」,作為航空公司建立訓練系統之參考。本研究並認為航空公司建立新進人員訓練課程時,可依據本身需求並參考航空人員訓練機構課程標準。
此外,考量航空公司之航空器修護工作內容受其營運規模、使用機型、修護能量、場地與空間等因素影響,各公司修護工作內容未必完全相同,因此本研究嘗試瞭解航空公司修護工作。透過整理航空公司訓練手冊、工卡、工作單等,並與相關主管及工作人員訪談後,以國內兩不同航空公司為例,分別說明其訓練系統。
甲航空公司較具規模,修護能量高,因此該公司參考國內、FAR與JAR之證照系統並考量本身需求,將執行工作之人員依工作內容分為機體發動機、電子通信儀器、結構、客艙、發動機與零附件修護等類別,並以不同資格之授權差異控管人員之工作能力與資格,此為其人員資格授權系統,而訓練系統即以人員資格授權系統為基礎,建立相關要求與標準,此外並建立追蹤與回饋系統,針對複訓提出修正建議。系統面而言,甲航空公司之機務訓練系統完整且符合本身需求。
乙航空公司之規模相對較小,分工較簡單,因此係以工作授權配合訓練系統管控人員資格,其訓練系統則考量工作需求訂定相關標準與要求。系統面而言,乙航空公司之訓練系統可提供其修護人員必要之訓練。此外並分析其訓練紀錄,發現航空器系統訓練佔用較多之訓練資源。然近幾年趨勢下降,顯示訓練系統逐漸完整,而航空器系統訓練之人力需求亦趨穩定。
The training is always an important issue in airline industry especially for the maintenance personnel. Aircraft maintenance is critical for continuous airworthiness. It not only requires a lot of manpower but also contains extensive and various specialty.
This research studies CAR, FAR and JAR to understand the basic requirements for the maintenance personnel training. The maintenance personnel licensing system in Taiwan is mainly based on FAR, but with supplement of JAR. The maintenance work is divided into two categories:aircraft maintenance and shop maintenance. The aircraft maintenance is divided into three sub-categories: airframe, powerplant, and avionics. The CAR, FAR, and JAR also have the regulations for the air personnel training institutes. However, there is no clear guideline for the airlines’ maintenance training program. The only available document is the Advisory Circular issued by CAR. It is suggested that the airline could develop training program with reference of the related regulations regarding personnel training institutes
Besides, different airline may have different maintenance program which depends on company policy and operation characteristics. The maintenance programs of two airlines are studied. The training manual, working cards, and job cards are studied. This study also interviews the people of both management level and working level.
Airline A is larger than Airline B and has higher maintenance capability. The maintenance people in Airline A are divided into five categories: Airframe/Powerplant General, Electronic/Radio/Instrument, Structure, Cabin, Engines and Components. Airline A establishes a qualification system to control how much authority each people has and the work allowed to be done by this people. Thus, the requirements and the standards of the training system are based on the qualification system. In addition, a follow-up and feedback system is established for improving the recurrency training program.
Compared with Airline A, the operations of Airline B are simpler. Its training program is based on its work requirements. Furthermore, the training record is analyzed, and it shows the aircraft system training almost exhausts the training resources, but the percentage of resource allocated in system training is decreasing lately.
