本研究應用一般動差估計法,以經濟合作暨發展組織國家在1990年至2009年間觀察值做為研究對象,探討財政分權對經濟成長的影響。採用地方政府支出占政府總支出的比例做為支出面財政分權的指標,估計結果顯示分權大小與經濟成長呈非線性的關係。藉由系統性動差估計法所估得極大化經濟成長最適地方政府支出比例為33%。經濟合作暨發展組織國家於檢驗期間的地方政府支出占政府總支出的比例為26%,低於極大化經濟成長最適比例。然而,以地方政府收入占政府總收入的比例做為收入面財政分權的指標,所得到的實證結果則顯示收入面財政分權對經濟成長並無顯著的影響。
Applying the Generalized Methods of Moments (GMM) estimators, this research investigates the influences of fiscal decentralization on economic growth among the Organization for Economic Co-operation and Development (OECD) countries. Estimation results find that a non-linear relationship exists between local government spending shares and economic growth. The estimated optimal local government spending/total government expenditure ratio is 33 per cent, which is higher than the currently average share within the OECD, according to which local government spending is 26 per cent of the whole government expenditure. Furthermore, fiscal decentralization in revenue in different layers of government does not stimulate or deter economic growth significantly.
