在追求營運卓越的進程中,食品製造業正面臨食品安全、原料變異性、減碳、綠色供應鏈及環境治理等多重挑戰。此外,礙於該產業嚴格的倉儲條件與密集的法規監管,企業迫切需要一套具備系統性與可操作性,且能將全面品質管理與永續轉型實質整合的策略框架。
基於上述背景,本研究將綠色永續準則導入「台灣國家品質獎」的八大核心構面,建構出一套專為食品製造業量身打造的綠色全面品質管理評估框架。該框架旨在協助組織進行品質成熟度的自我診斷,評估環境、社會與公司治理的實踐成效,進而界定策略性改善的優先排序。
為驗證該框架於不同營運脈絡下的實務適用性,本文以一家全球指標性食品集團旗下的三間子公司為對象,進行實證研究。跨案例分析結果顯示,儘管各子公司皆具備扎實的品質管理基礎,但在「流程管理」與「顧客與市場發展」兩大構面上,卻存在顯著的成熟度落差。而此落差在企業推行綠色供應鏈、碳足跡盤查、節能製造與永續市場定位時,形成了關鍵的發展瓶頸。整體而言,本研究建構的評估框架,為食品製造商在推動綠色轉型及追求長期永續的商業卓越上,提供了一項穩健的診斷工具與標竿參考。
The food manufacturing industry faces growing challenges in pursuing operational excellence while addressing food safety, raw material variability, carbon reduction, green supply chains, and environmental governance (Luning et al., 2009). Given the sector's stringent storage requirements and intensive regulatory demands, food manufacturers urgently require a systematic and actionable framework that integrates Total Quality Management (TQM) with sustainability transformation. This study proposes a Green Total Quality Management (Green TQM) assessment framework tailored for the food manufacturing industry by embedding green sustainability criteria into the eight core dimensions of Taiwan’s National Quality Award (NQA). The framework enables organizations to self-diagnose quality maturity, evaluate Environmental, Social, and Governance (ESG) practices, and identify strategic improvement priorities. The empirical assessment was conducted across three subsidiaries of a leading global food manufacturing group to examine the framework's practical applicability under varied operational environments. Cross-case findings indicate that while all subsidiaries maintain solid quality management foundations, they exhibit substantial maturity gaps in Process Management and Customer and Market Development. These areas represent critical bottlenecks in green supply-chain execution, carbon footprint tracking (Abbas, 2020), energy-efficient manufacturing, and sustainable market positioning. Overall, the proposed assessment framework provides a robust diagnostic instrument and benchmarking reference for food manufacturers navigating green transformation and achieving long-term sustainable business excellence.
