土地為一切經濟建設的基礎,無論人民的生計發展與國家規劃之建設皆與土地息息相關。當人民建構生存環境或國家進行區域規劃時,單只考量地籍資料並不足以提供完整的資訊,尚須考量如居住之建物、可使用之土地範圍及限制、登記之地址、可獲取之公共設施等;國家之建設由規劃至完成更可能涉及相當數目的機關組織,必須同時考量須執行之程序及各類相異的業務資料。以今日區域整體發展與提供人民更好的生活環境而言,顯然土地資料不能不揚棄過去僅考量地籍資料之概念,而必須代以更廣層面,納入各類與土地相關資料之架構。
本研究將以整合性觀點出發,重新考量規劃土地相關資料應具有的資料型態,進而釐清彼此之間的相關性,最後依資料之特性及法規條文之內容,歸納形成整合型土地資料庫所包含資料所應共同遵循之約制條件,並藉由約制條件之介入,一方面維持各資料之間的正確對應關係,並可避免後續更新時,產生新的不一致現象。土地相關資料之範疇廣大,本研究當然不可能一舉涵蓋所有可能之資料種類,且各資料在設計時也往往必須參酌其業務推動之方便性而設計,本研究因此將僅納入地政、都計、戶政、建管和地形圖等五類資料中部分常應用資料。雖然研究之層面可能僅能止於管理層面,未來仍可以應用本研究之所建立之架構為基礎,持續延伸擴充應用之資料類別及約制條件,直至整合型土地資料庫系統完全符合需求為止。
Land serves as the basis of all economical development, it holds an extremely close relationship with the people’s lives, as well as national plans and constructions. It is clear that cadastre data alone is not sufficient to provide complete understanding when people develop their living environment or country draft its regional plans. Additional data, such as buildings, coverage and use limit of lands, registered address, available facility, etc., are all indispensable references. From the draft to completion, a national construction may demand the participation of a variety of government organization, it is therefore necessary to consider the procedures we must enforce and the heterogeneity of data. To provide a more integrated regional development and a better living environment for people, obviously the traditional concept of cadastre data alone must be appropriately adjusted by introducing a framework with wider coverage capable of simultaneously handling different kinds of relevant land data.
From a data integration perspective, this research reforms and clarifies the corresponding data types and relationships of land related data. By further analyzing data properties and the contents of related laws, we conclude a set of constraint rules that are applicable to the development of an integrated land database. The existence of constraint rules not only enforces a correct corresponding relationship between land data, but also prevents any possible inconsistency during later data update. Due to the wide variety and complexity of land related data, it is practically impossible to cover all categories of the data in this research. Besides, the design of data may largely depend on the convenience and its associated way of transaction. We shall only concentrate the fundamental and most commonly used data from the category of cadastre, the urban planning, the address, the building management data, and the topographic maps in this research. Although the analyzed results may therefore be restricted to only the management level, nonetheless, the developed framework has the flexibility to allow further expansion of land related classes and constraint rules in the future, until an optimal framework of integrated land databases is reached.
