跟隨全球化的趨向，台灣與越南這二十幾年來在經濟、文化、學術交流等方面逐漸建立合夥的關係。特別是兩國跨國婚姻家庭的數量不斷增加，讓越南新住民成為台灣人口結構裡面的一個新元素。其中，語言是連接兩岸極為重要的溝通橋樑。
為因應台灣政府推動的「新南向」政策，國立成功大學越南研究中心研發越南語認證制度——「國際越南語認證」（International Vietnamese Proficiency Test;Kỳ Thi Năng Lực Tiếng Việt Quốc Tế）。其目的是建設一項具有國際性的測驗，用來測試母語非越南語者的越南語能力。目前，越南國內辦理的越南語認證都以每單位培訓越南語人才的固定教材進行編製試題；而國際越南語認證以測量考生的越南語程度為核心任務，試題編製並非限定在任何具體的教材，考試結果採取統計軟體進行分析。
國際越南語認證的研發團隊以標準參照測驗來規劃測驗的方式。分級標準依照CEFR及越南教育部公布的越南語認證分級標準，共分為三階六級(3 cấp 6 bậc)，採用「兩級一組一起考」的考試方式。研發期間，已順利舉辦兩次考試：2016年6月26日的預試考試以及2017年2月18日的第一次正式考試。
研發小組依據考試統計結果的難度、鑑別度及選項誘答力的係數來分析試題的等級分類以及試題內容是否恰當、可以分類考生的能力等級的效果。根據兩次考試的統計結果顯示，試題的信度係數Cronbach α值達到0.86至0.96，照Cronbach α係數評定標準是屬於「很可信」至「十分可信」的程度。難度方面，兩次考試的難度係數平均值域是P=0.59~0.73。試務方面的結果：預試考試及正式考試考生的滿意度比例分別為77.42%及87%。正式考試的考生成績統計結果顯示：初級測驗的部分，有25.9%的考生獲得A1等級的證書、15.5%的考生獲得A2等級的證書、其餘58.6%的考生的成績不及格；中級測驗的部分，有11.8%的考生獲得B1等級、有25.5%的考生獲得B2等級、其餘62.7%的考生的成績不屬於中級等級。

SUMMARY

The scope of this paper was researching about the development process and practice of International Vietnamese Proficiency Test (iVPT) through its pre-test and the first formal test. The main objective of this study was analyzing the indexes of the pre-test and the first formal test, such as: the reliability, the difficulty, the discrimination and the distraction coefficient; combine with analyzing the background data, the scores and the satisfaction of the examinees to indicate whether the content of the test is appropriate, can effectively classify the examinees’ ability. Besides that, this study also investigated tree representative schools in Vietnam that holding the Vietnamese Certificate to point out their different methods in building the tests to the iVPT. In order to reach to above objectives, this study used literature arrangement, depth interviews, quantitative analysis and questionnaire survey as its core methods.
According to the statistical results of two examinations, the reliability coefficient of the test Cronbach α is 0.86 to 0.96, and the criterion of Cronbach α coefficient is the degree of "Good" to "Excellent". In terms of difficulty index, the average field of difficulty coefficient of two examinations is P =0.59~0.73. According to the statistical data, the results of the examinees’ satisfaction: the proportion of examinees’ satisfaction in the pre-test and the first formal examination were 77.42% and 87%.
By analyzing the background factors of examinees and the average scores, this paper pointed out that the iVPT was effective in classifying the examinees.
