營造業的經濟活動是國家經濟發展和競爭力的重要指標之一，每當國家經濟發展不佳時，政府都會擴大公共建設投資，以刺激景氣復甦。我國於2002年1月加入WTO，國內營建業無法再受到政策的保護，必須同時維持國內市場並發展國際市場，與境外營造廠商激烈競爭。營造廠商經營績效之優劣，關係社會大眾與國家經濟發展至鉅，如何能使營造廠商的經營效率提昇，增進企業競爭力，找出有利的經營模式，來鞏固營造產業的生存發展空間，實值得深入探討。
本研究採用資料包絡分析法(DEA)，對台灣地區上市櫃營造廠商及同業A公司，共計13家營造業廠商，於2006至2008年期間作規模效率分析、差額變數分析以及麥氏生產力指數（Malmquist Productivity Index, MPI）變動情形，研究結果可提供台灣營造業對後續經營效率改善之參考；本研究採以逐步分析之方式設計九種投入產出模式，其中投入項有組織規模、管理能力以及經營能力等3項，產出項有公司形象、營業收入、財務狀況、獲利能力與現金流量等5項。
茲綜合本研究實證分析結果，並提出本研究寶貴結論：
1. 整體效率分析方面，以「大陸工程」、「中華工程」、「達欣工程」與「工信工程」等四家營造公司呈現「強勢效率單位」。
2. 台灣營造業在經營能力方面大都有不錯的表現，在組織規模方面績效尚可，而在管理能力如品質、工期及成本部分則有待加強。

Construction Industry is one of the most important indexes for economic development and the competition power in a country. When the economy growth did not keep up nationwide, the government usually expand the expenses on public infer structure to stimulate the recovery of economic activities. Taiwan became one of the member of WTO in January 2002, and since then the Construction Industry in Taiwan was no longer under protection strategically, which meant the Construction Industry has to face the competes from both inland and foreign countries. To better establish a nation’s economy foundation, the Management Achievements plays the key role. Therefore, how to maximum the industry competition, fine the most beneficial management method, and ensure the long term business development is becoming very critical.
The research is based on Data Envelopment Analysis (DEA) to measure the changing situations for Analysis of Scale Efficiency, Slack Variable Analysis, and Malmquist Productivity Index (MPI) of individual construction company. There are 13 construction companies samples of listed firms in Taiwan stock market between 2006 and 2008. The research tried to analyze step by step on the basis of nine Input-Output Models. The input factors included the organization scale, management ability, and operational capability, and the output would result in corporation image, business income, financial situation, profit ability and cash flow.
The results of the empirical analysis are listed below:
1. To fit the overall aspect of efficiency analysis, there are Continental Engineering Co, BES Engineering Co, Da Cin Construction Co, and Kung Sing Engineering Co. that showed highly efficient unit.
2. Most of the construction companies in Taiwan have showed pretty good management, fair in the organization efficiency, but need strengthening in the managed capacity like quality control, duration of construction, and cost.
