地球暖化與環境生態污染的問題，可謂是二十一世紀以來，社會大眾最關注的議題之一。過去人類活動所產生的許多污染與破壞問題，對這片土地或身處其中的人類而言，已然造成相當程度的傷害。當前全球瀕臨滅絕的珍貴物種黑面琵鷺即可視為是其中一面借鏡。換言之，已於西元2009年10月正式公告實施，成為台灣史上第八座的國家公園，會如何去進行黑面琵鷺相關的保育工作，為本研究所欲探討的方向。
故本研究主要的目的有二：第一，針對台江國家公園政策認知進行研究，探討其政策成效之認知，即各政策利害關係人對黑面琵鷺保育與觀光這兩個部份的看法與觀點。第二，研究將從台江國家公園政策的形成、規劃與執行三個階段切入，分析與整合當前對於黑面琵鷺保育與觀光的情形與做法。
據此，本研究發現，台南市市長是此一政策形成的關鍵性因素，且黑面琵鷺非一開始政策形成的主要考量；在政策規劃認知上，主要的依據是以國家公園法、黑面琵鷺與當地生態特性、地方民眾的訴求為主要考量因素，不過目前有關黑面琵鷺細部的保育與規劃做法尚不明確；在政策執行認知的部份，則是較為傾向整合型的模式。
最後，研究提出的建議包括：投入更多研究資源，積極形成保育政策與規劃、發展不同生態觀光主題、加強環境教育功能、建立正式溝通平台、提升台江地區生態旅遊之品質，讓竹筏合法化、培養當地解說員，優先聘用當地居民等。

Global warming and environmental pollution are two of the issues that the societies concern the most in the 21st century. The pollution and destruction induced by human beings have caused considerable harms to the earth and its inhabitants. Black-faced spoonbill, the species currently enduring the threat of extinction worldwide, can be viewed as an example. Therefore, how the oncoming eighth National Park in Taiwan—officially announced to commence its construction in October 2009—plans to conserve the black-faced spoonbills is the pivot of this research.
This research has two main purposes. The first is to investigate the policy cognition of Taijiang National Park and probe into the efficacy of such cognition—that is, each of the policy stakeholders’ opinions and positions toward the conservation of black-faced spoonbills and the development of tourism. Second, proceeding through the three phases—policy formation, policy planning, and policy implementation of Taijiang National Park—this research aims to analyze and integrate the current conditions with the measures taken for black-faced spoonbill and tourism.
In this research, it is found that the Mayor of Tainan City is the crucial factor in the forming of the policy, and black-faced spoonbills were not originally considered in such policy. In the cognition of policy planning, the main considerations were on the basis of the National Park Act, the connection between black-faced spoonbills and the place’s ecology features, and the local appeals. However, the detailed conservation methods and plans for black-faced spoonbills still remain uncertain at the present. As for the cognition of policy implementation, it is more likely adopt the integration model.
Last, the suggestions proposed with the conclusion of this research include: investing more research resources, forming actively the policy and plans for nature conservancy, developing varied themes for ecotourism, enhancing the function of environmental education, establishing formal communication platforms, promoting the quality of eco-tour around Taijiang area, legalizing the use of rafts, training narrators for tourist guidance, employing local residents for priority, and so forth.
