本研究選定台南市台南公園之無障礙環境做為探討對象,進行現況調查及問卷訪談,彙整出台南公園無障礙環境問題及急需改善之項目,以作為相關單位進行改善之決策參考。現況調查的部分先對園區設施及建築物進行無障礙環境調查,以「建築物無障礙設施設計規範」內所規定之檢核項目,包括台南公園園區之出入口與公共廁所,既有建築臺南市立圖書館及兒童科學教育中心之室外引導通路、避難層坡道與扶手、避難層出入口、室內通路走廊、樓梯、升降設備、廁所盥洗室、停車空間等來檢視其符合率,問卷訪談部分對公園的活動人口針對出入口、路徑、空間區域及使用設施等項目,以問卷訪談之方式探討其使用滿意度,本研究成果包括:
一、現況調查部分:1、台南公園園區出入口有7處其符合率88.35%,公共廁所四處符合率63.5%,顯示公共廁所存在較多缺失問題。2、既有建築臺南市立圖書館以及兒童科學教育中心其符合率室外引導通路77.8%/77.8%、避難層坡道與扶手78.6%/92.9%、避難層出入口91.7%/100%、室內通路走廊100%/100%、樓梯96.4%/(圓樓89.3%方棟89.3%)、升降設備73.5%/(圓樓94.1%方棟97.1%)、廁所盥洗室72.9%(圓樓79.1%方棟77.21%)、停車空間55.6% / 88.9%。顯示臺南市立圖書館,除避難層出入口、室內通路走廊、樓梯,另兒童科學教育中心之避難層坡道與扶手、避難層出入口、室內通路走廊、升降設備符合率較高外,其餘項目缺失較多還有很大改善空間。
二、訪談問卷部份:經統計結果公園的活動人口滿意度出入口78.75%、路徑52.15%、空間區域70.63%、使用設施69.44%,滿意度以路徑最低,尤其是輪椅到達各處之可及性最需改善,空間區域及使用設施還算滿意,但兒童遊樂設施及公共廁所使用不便仍需改善,出入口滿意度最高,但對機車進入園區影響安全仍有意見,應增設車阻並加強宣導。
既有設施及建築物之無障礙改善工作較為困難,或雖可符合法規但實際使用上卻仍有不足的問題,且公園園區與園區內建築物目前尚無完整統一的法規及主管機關,這些都是有關單位迫不及待必須改善,才能使公園綠地能達到無障礙之休閒運動功能。
SUMMARY
With the aging society approaching, it has become common goals of promoting social welfare and environmental design with knowing how to provide the obstacle- free access environment for the aged and handicapped groups. It is essential to discuss the importance of providing the exercise and entertainment facilities in parks. This research report choose the Tainan City Park as the evaluating site for the obstacle-free access environment. The two research approaches are current site conditions assessment and survey.
From the current sites assessment of the entrance and public restrooms of the City of Tainan Park, the research results indicating the higher needs of improvement at the public restrooms. The top list of improvement items from the eight assessment items of City of Tainan Public Library are limited parking space and the free access of path for the handicapped. The assessment of Children Science and Education Center is better than the City of Tainan Library but still rooms for improvement. There are four survey items focusing on the entrance,paths, dedicated areas and the facilities. Among which the least satisfactory item is the path which needs more improvement for the wheel chair obstacle-free access. The highest satisfactory survey item is entrance and it also recommends to improve the safety by providing road blocks to prevent the motorcycles from entering to the park area.
Most of the current large parks are old and are not compliant with the needs for the handicapped. With more propaganda of the obstacle-free access environment, the entertainment facilities in park are getting more attentions. The facilities in City of Tainan Park are compliant with the law but the quantities are no enough and yet for future improvement.
INTRODUCTION
With the aging society approaching, it has become common goals of promoting social welfare and environmental design with knowing how to provide the temporary and permanent obstacle- free access environment for the aged and handicapped groups. It is essential to discuss the quality of obstacle-free access environment with understanding that the park is an important place to provide entertainment facilities and the majority of the parks still have challenges of providing it. This research report chose the Tainan City Park as the evaluating site for the obstacle-free access environment. The two research approaches are current site conditions assessment and survey. The research results identifies the corrective items for the obstacle-free access environment for the authorities’ decision-making reference.
METHODS
The current site conditions assessment includes the facilities in the parks and entrance of building from the audit items of “The Building Code of Obstacle-free Facility”. The assess areas include the entrance and public rest areas of City of Tainan Park the compliance rate of following items of existing buildings of City of Tainan Library and The Children Science and Education Center: outdoor guiding path, emergency exit ramp and guard rails, emergency exit, indoor passage, stairs, elevators, restrooms, parking spaces. The survey items from the population of the park users for the entrance, paths, space area, and the facilities. The survey focus on the degree of satisfaction of using facilities.
RESULTS AND DISCUSSION
1. The current site conditions assessment: 1.The compliance rate is 88.35% in seven areas of the entrance in City of Tainan Park; 63.5% in four areas of public restrooms. It indicates higher defects from public rest areas. 2. The compliance rate of existing building of City of Tainan Library and Children Science and Education Center are 77.8%/77.8%, emergency exit ramp and guard rails 78.6%/92.9%; emergency exit 91.7%/100%; indoor passage 100%/100%; stairs 96.4%/(Round building 89.3%; Square Building 89.3%); elevator 73.5% (Round building 94.1%, Square Building 97.1%); restroom 72.8% (Round Building 79.1%, Square Building 77.21%), parking space 55.6%/88.9%.
It indicates the City of Tainan still has room for improvement except the following items has higher compliance rate: emergency exit, indoor passage, and stairs. The Children Science and Education Center also has rooms for improvement except the following items with higher compliance rate: emergency exit ramp and guard rails, emergency exit,indoor passage, and elevators.
2. The survey items: From the rate of satisfaction from the population of park users: exit 78.75%, path 52.15%, space area 70.63%, facility 69.4%. The lowest rate of satisfaction is the paths especially for the needs to improve the wheel chair accessibility. The rate of satisfaction of the space and facility are normal. The usage at paly ground facility and public restroom still has room for improvement. The highest rate of satisfaction is entrance, but it still recommends to install the road blocking and safety propaganda to prevent the motorcycles from entering the park.
CONCLUSION
Modifying the existing building to be obstacle-free is difficult. Some may be compliant with the building code but the quantities are still not enough. There is still lack of standard building codes and the authorities for the park area and building in parks. The above mentioned items are critical for the authorities to improve in order to provide obstacle-free access function in parks.
