永續議題近年在營建工程領域發展,環境永續的做法被考量、納入工程設計、施工中。對於道路工程,營建署於去年建立台灣綠道路評估系統,尚缺乏執行經驗,實務上有相關永續做法,但不知如何著手納入綠道路。
本研究探討綠道路指標之生態設計策略(EcoDesign, ED),從策略角度輔助思考綠道路設計,達成永續目標。首先回顧ED相關文獻,找出道路設計可參照的ED工具生態設計輪轉成的營建ED策略,連結綠道路評估系統中7類25個指標,導出執行綠道路的相關永續策略。再藉由案例評估及訪談,了解各指標達成程度、難易與執行的困難原因,提出綠道路設計可採用的ED策略順序。
研究結果指出,於8個策略及33個子策略中,綠道路指標主要對應跨階段的策略8「新觀念發展」,其次為使用階段的策略5「減少使用階段影響」,較少連結設計階段的策略2「減少量體」;5.4「減少改變環境」為常見的ED子策略。
兩道路案例評估結果顯示皆有機會獲得認證,25個指標中,易、中、難達成的指標分別有5、11、9個,其中生態(EC)類指標較易達成,此類指標於設計的資料充分。綠道路評估碰到的問題可歸納為五種:計畫不適用、資料與指標要求不符、資料內容不夠詳細、未有施工資料、業主未要求無資料。「業主未要求無資料」的次數最多,即為業主政策法規的困難,因業主未要求,一般道路工程不會主動執行。
採用ED策略的難易中,策略8新觀念發展需整體考量,因此最難達成,一般道路較少會執行,較易達成的是策略5減少使用階段影響。策略依照難易及指標要求數排序,以子策略5.4減少改變環境為綠道路可最優先考量之策略,其次為8.3產品功能最佳化。後續執行綠道路計畫,設計者先了解綠道路指標的要求,依排序選擇可達成指標要求的策略,以輔助執行綠道路。
Sustainability issues have been developed in the construction industry; environmental sustainability methods are considered and incorporated into design and construction. Taiwan’s Construction and Planning Agency developed a green roadway assessment system in 2020 to evaluate the sustainability of urban roadways in Taiwan, but needs implementation. There are relevant sustainable methods in practice, but how to incorporate them into green roadway design is not known.
This study investigated EcoDesign (ED) strategies of green roadway system’s indicators, to assist green roadway design to think from a strategic perspective to achieve sustainability goals. First, it reviewed ED related literature to find out construction ED strategies that can be referred in roadway design, and linked the ED strategies with the 25 indicators in seven categories of the green roadway assessment system, and derived the relevant sustainable strategies for the implementation of green roadways. Then, it assessed case roadways and interviewed designers to analyze level of indicator achievement, difficulty, and the reasons for the difficulties of implementation. Finally, it proposed the priorities of ED strategies that can be adopted for the design of green roadways.
The results of the study reveal that among the eight strategies and 33 sub-strategies, green roadway design mainly considers strategy 8 “New concept development” of the whole life cycle stage, followed by strategy 5 “Reduction of impact during use” of the use stage. Strategy 2 “Reduction in weight/volume” of the design stage is less emphasized. Strategy 5.4 “Fewer environmental changes” is the most important ED sub-strategy.
The results of two road cases show that both have the opportunity to achieve the certification level. Among the 25 indicators, 5, 11, and 9 indicators are easy, medium, and difficult to achieve, respectively. The Ecology (EC) indicators are easier to achieve because of sufficient design documents in this category.
Among the difficulties of implementing the ED strategies, “New concept development” (strategy 8) needs to be thought of in all life cycle stages. Hence it is the most difficult one to achieve, and would be less implemented in roadway projects. The easier-to-achieve strategy is “reduction of impact during use” (strategy 5). Ranked by the difficulty and the number of indicator requirements, “Fewer environmental changes” (sub-strategy 5.4) is the highest-priority strategy to be implemented, followed by “Functional optimization of products” (sub-strategy 8.3). In future implementation of green roadway projects, designers need to comprehend the requirements of the indicators first, and select the strategy that can achieve the requirements to implement green roadways.
