泰國自2014年軍政府上台以來，經濟表現疲軟，泰國4.0戰略與東部經濟走廊計畫可能是泰國經濟復甦的一個機會，成敗攸關著泰國未來的發展。泰國4.0的概念近似於德國工業4.0，是泰國提出來發展具有泰國特色的第四次工業革命國家發展戰略，而東部經濟走廊是具體實現泰國4.0的重要計畫，將在北柳府、春武里府、羅勇府設立經濟特區。在東部經濟走廊計畫提出之前，這三個省府原本就是泰國工業發展的重鎮，並具有優越的交通樞紐位置，可進而連結中南半島的大湄公河次區域經濟合作的國家，以及與中國一帶一路倡議相輔相成。東部經濟走廊的生產值幾乎可以達到整個泰國國內生產總值的五分之一，足見其發展的前景與優勢，因此泰國東部經濟走廊的發展與潛力值得去關注，有利於臺灣新南向政策對接泰國發展的優勢，進一步掌握東南亞區域的發展商機。
臺灣投入東部經濟走廊，也將成為臺灣新南向政策的重要工業區域，前進東部經濟走廊的合作與發展，也將成為連結大湄公河次區域經濟的重要核心地區。東部經濟走廊的發展正在起步，未來的發展指日可待，本文首先將泰國内部治理泰國4.0與東部經濟走廊發展的策略方向明朗化後，再來探討泰國在各產業與戰略位置上的優勢，並以「政府－經濟－社會」三位一體的關係去分析，提出泰國在政策推動可能面臨的問題與解決途徑。

Thailand's economy has been weak since the junta came to power in 2014, and Thailand 4.0 and Eastern Economic Corridor plan could be an opportunity for Thailand's economic recovery. The concept of Thailand 4.0 is similar to German Industry 4.0, and it is a development strategy proposed by Thailand to develop the fourth industrial revolution with Thai characteristics. The Eastern Economic Corridor is an important plan to realize Thailand 4.0, and special economic zones will be set up in Chachoengsao, Chonburi and Rayong. These provinces are the major industrial cities of Thailand and have a superior transportation hub, which can lead to economic cooperation in the Greater Mekong Subregion. The development and potential for the economic corridor in eastern Thailand deserves attention, which is conducive to Taiwan's New Southbound Policy to connect with Thailand's development advantages, and further grasp the development business opportunities in the East Association region.
This paper first makes Thailand 4.0 development strategy and the Eastern Economic Corridor plan direction clear, and then explores Thailand's advantages in various industries and strategic positions, and analyzes the three in one triangular relationship of "government-economic-social", and puts forward the problems and solutions that Thailand may face in promoting policy.
