檢視台灣目前的都市計畫,對於街道仍將其定位在以交通運輸為主,且在街道的規劃與設計方面,也往往透過土地使用管制、都市設計審議規範規定建築基地之退縮範圍,或是透過都市設計規範規定街道傢俱、舖面等,如此條文式的規定卻也顯得過於制式,忽略了街道是一個人們生活的「公共空間」,具有不同的空間特性。是故,本研究認為為了讓都市計畫與都市設計者再次瞭解到街道作為公共空間的重要性,對於街道的探討,應回歸到其最初的定位,將街道視為是一個生活的「空間」進行探討研究。
本研究主要以都市形態學觀點解讀街道空間,包括街道的空間形式、街道空間所引入的商業活動與街道空間所衍生出的使用者活動。在調查街道空間形式時,透過填表記錄與手繪斷面圖的方式簡要記錄空間特徵元素,包括騎樓空間、人行道、安全島、停車空間等;調查商業活動時,主要是以拍攝每棟建築立面的方式記錄其使用狀況,包括其商業活動與業者使用街道空間的方式;在觀察使用者的活動時,本研究採用自然觀察(Naturalistic Observation)且非定點的方式進行觀察。透過各面向的田野調查,以及各面向的組織分析,從中瞭解當街道作為一個公共空間時,是何種空間形式會讓業者與使用者將街道作為一個空間來使用,亦或是將其視為是一個穿越的通道,希望透過此方式讓都市設計者瞭解到街道是具有不同的空間特性,需要依據各地區街道特性制定因地制宜的街道規範。
而研究結果顯示,空間界面形式共有四種類型,包括騎樓空間界面、具人行道與騎樓空間的界面、無騎樓空間的界面、具人行道但無騎樓空間的界面。並且,本研究發現當街道作為一個空間(Street as Space)被使用時,其空間特性主要是由商業活動所主導,其次才是受到空間界面所影響。當街道作為一個通道被使用時,受空間因素影響較小,主要受到商業活動所影響,並且商業性質屬於室內型的商業活動;反之,當街道作為一個空間被使用時,可分為兩種特性,包括街道作為「逛選的空間」與「停留的空間」:
1.街道作為「逛選的空間」時,環境要點包括三大重點:
(1)街道具有騎樓空間供使用者瀏覽消費以及業者作生意。
(2)商業活動是容易產生逛選的商品,主要為服飾用品與生鮮蔬果等。
(3)業者將商業活動延伸至室外。
2.街道作為「停留的空間」時,環境要點包括四大重點:
(1)街道具有公共空間,且設有桌椅等休憩設施。
(2)公共空間越寬敞,以及開放使用的桌椅會讓使用者停留的時間較久。
(3)商業活動為餐飲活動。
(4)業者將商業活動延伸至室外。
Urban design in Taiwan still set up a format norm to manage streets, ignoring the street space that exhibits different activities and life styles. In order to state the importance of the street as public space, this analysis of street particularly emphasize upon “street as space”.
This research seeks to understand the urban morphology of street spaces, by analyzing its street pattern, street space introduced to commercial activities, as well as activities derived from users of street space. When investigating the type of street space, recording briefly the factors of spatial character, including arcade space、sidewalk、safety island and parking space through filling out the recording forms and depicting the section of street by hand. Besides this, in terms of investigating commercial activities, photographing the facade of every building is the main method to record its usage condition, including the kind of commercial activities and the way of using street from dealers. This research adopts Naturalistic Observation instead of observing users at the specific position to record the activities. By carrying out the field investigation and the organization analysis, this study figures out the typology of street patterns for traders and users, whether the street function as a space for potential use or a pathway. This analysis shows urban designers that every street should own a different spatial character according to its regional streetscape.
The result reveals that there are four types of interface space, including interface space of arcade、interface space with sidewalk and arcade、interface space without arcade, and interface space with sidewalk but without arcade. Moreover, this research discovers that when street is used as space, the spatial character is mainly controlled by commercial activities, then by interface space. Results shows that while streets as a path, the pattern of streets are primarily affected by commercial activities which are indoor. Furthermore, while streets as a space, it can be classified as “space for shopping” and “space for staying” :
1.Three environmental key factors are concerned while streets are classified as “space for shopping”:
(1)Buildings on streets with arcade provide space for display cabinet and stall goods.
(2)Products which are attractive to people for browsing, such as cloths and fresh fruits.
(3)Commercial activities are extended to outdoor space.
2.Four environmental key factors are concerned while streets are classified as “space for staying”:
(1)Streets comprehend open space , and which facilities such as street furniture are set up.
(2)The users will stay for longer time when the public space is more spacious-the width of sidewalk is more than 5 meter, and the tables or chairs which can use free.
(3)Dining activities.
(4)Commercial activities are extended to outdoor space.
