回顧台灣的都市開發模式多傾向都市外圍邊緣擴張發展，主要原因乃是都市外圍土地潛在開發條件多優於舊市中心區，加上都市內圈再生成本較都市外圈之新市區建設為高，其再發展的競爭力遠低於新開發區，使得投資者較易卻步。然而順應永續都市發展理念與潮流，市中心「再發展」趨勢與推動之重要性刻不容緩，未來更應朝向降低都市擴張與避免舊市區持續衰敗的遠景邁進。而欲成功達成此遠景，財務機制已漸成為都市開發與設計規範的主流之一，如何善加運用財務機制分析評估現行市中心再發展政策成效，亦將是一項直接且有效率的手段。

本研究首先歸納美、英、日三國施行機制，接著從法制、政策、財務三方面切入檢視國內公、私部門對於市中心再發展的參與傾向與投資意願。探討獎勵都市開發同時，對舊市中心區再發展所造成的拉鋸關係為何；證明除其本身施行困難(土地取得、財源籌措與權利關係人接受度等)之餘，亦有其他相關政策引發的外在排擠效應。

最後，本研究配合個案開發方式差異，進行財務評估分析，實際檢測現況市中心再發展問題。藉助以上歸納分析，釐清公、私部門所扮演的政策角色與功能，對日後市中心再發展政策遠景與財務機制設計提出具體建議。

The development of urban policy tended to establish a newtown in Taiwan, and the land cost in the downtown are higher than the newtown, without any control nor prohibition, the redevelopment of downtown will be less competitive than newtown, therefore in the future trend of sustainable urban regeneration should reduced the urban sprawl and avoiding the corruptions of the existing newtown. In order to achieve the vision, the financial mechanism has became one of the main stream in urban regeneration and design norm, how to analysis the existing downtown regeneration policy efficiency by financial mechanism will be a direct and effective method. At the end of this paper, it has concluded three mechanisms from US, UK and Japan, and also found out the participation tendency and investment willingness of public and private sectors via regulation, policy and financial aspects. And proved will eliminate its itself to execute (land to obtain, source of wealth difficultly raises with right sponsor accepts …) -odd, also will have other policies externally to push aside the effect.

Finally, this research coordination case study on development way difference, carries on the financial appraisal analysis, actually examines present situation town center to develop the question again. Will induce the analysis with the aid of above , the private department acts, again will develop the policy prospect and the financial mechanism design in the future to the Downtown Regeneration puts forward the concrete proposal.
