「民用航空運輸業營業許可證」之五階段給證作業為各國民航主管機關監理航空公司根本且極為重要之作業項目，且此作業程序與飛安制度有著密不可分之關係；我國民航局於民國85年參照美國聯邦航空總署(Federal Aviation Administration，簡稱FAA)建立飛安監理制度，並設置檢查員用以有效監督航空產業之飛安管理作業及相關法規落實，提升我國飛航安全。
近來，航空運輸產業隨著經濟發展不斷改善，如2013年首家低成本航空公司－台灣虎航之成立，為我國航空產業帶來新的營運模式；因此，監理航空公司申請程序之作業更顯其重要性，雖我國已建立相關作業程序，惟此系統涵蓋多個作業要項，本研究期針對「民用航空運輸業營業許可證」之五階段給證作業程序詳加探討，進一步了解民航局及新成立航空公司各應執行之相關作業。
然過去未有相關研究針對我國「民用航空運輸業營業許可證」之五階段給證作業進行系統化之探討，本研究藉由文獻回顧對國際民航組織( International Civil Aviation Organization，簡稱ICAO)及美國聯邦航空總署(Federal Aviation Administration，簡稱FAA)之作業程序法規比較與分析，進一步了解國際間飛安管理之發展，擷取可增進之程序，強化我國航空安全監理作業制度，並進一步透過業界專家訪談，及個人實作經驗，釐清我國作業現況，彙整實務作業程序細節及提出改善建議，提供日後作業之參考依據，並提升整體作業程序之效率。

Application process of “Five Phase Certificate for Air Operation Certification (AOC)” is a quite important operation for Authority; moreover, the process is closely related to the flight safety. Civil Aeronautics Administration (CAA) of ROC established safety oversight system and set inspectors in reference to Federal Aviation Administration (FAA) to effectively supervise aviation industry and enhance flight safety.
Recently, air transportation industry has continued to improve with economic development. For example, the first low-cost carrier, Taigerair Taiwan, brought a new operational model for aviation industry. Therefore, the oversight process of air carrier application emphasizes its importance. Although CAA has already established “Five Phase Certificate for Air Operation Certification (AOC)”, the process includes a number of operation requirement. The study focuses on the five-phase certification process and the further relevant operations to be carried out by CAA and air-carrier.
However, there is no relevant systematic research on “Five Phase Certificate for Air Operation Certification (AOC)”. The study compares the related operating procedures and regulation among International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA) and Civil Aviation Authority (CAA) of Taiwan by literature review. Furthermore, the summary of practical operating details are discussed through industry expert interviews and personal experience to provide the refence for future operations and improve the efficiency of the overall application process of “Five Phase Certificate for Air Operation Certification (AOC)”.
