　　本研究以坡地社區為研究對象，針對評估坡地社區防災管理能力時所考量之因子，利用分析階層程序法（Analytic Hierarchy process, AHP），建立客觀的坡地社區防災管理能力評估因子層級架構。經由文獻整理及現地勘查紀錄分析，本研究整理歸納出影響坡地社區防災管理能力的各項因素，在AHP法問卷調查之各層級影響因子之第一層級為：緊急避難設施及設備、通報系統、增強居民防災及應變能力、基本資料掌握、危險區域調查、社群防救組織等六項因子；第二層級為：警通報系統、避難路線規劃、易致災因素、緊急通聯設備、易致災區域、社區災害指揮中心、緊急聯絡名冊、簡易預警設備、防災觀念宣導、防災疏散避難演練等25個因子。透過專家學者問卷，分析各因子之權重值，並排列出優先順序，建立坡地社區防災管理能力評估方法，據以評估社區防災管理能力之評鑑值。

　　本研究選擇南投縣水里鄉玉峰村及埔里鎮牛眠里兩個坡地社區案例來分析，依據上述AHP法評估該社區防災管理能力，玉峰村的評鑑值為0.885，牛眠里防災管理能力較高，其評鑑值為1，而玉峰村後續尚有改善空間，優先加強的指標為「志工-與社會資源結合」、「土地利用與經濟產業」、「緊急醫療救護訓練」、「通訊器材使用訓練」、「地理位置（含對外交通狀況）」、「居住環境安全簡易判別」等。

Abstract

　This study aimed at providing the demand factors of disaster management ability that need to be taken into consideration in hillside fields. It applied the Analytic Hierarchy process（AHP）to come up with an objective measurement. The research firstly summarizes past technical literatures, and set up an evaluation approach. And the two-hierarchy model was built . The factors in the first level include the disaster prevention facilities, the notification system, the residents’emergency management, the information collecting, the designated area investigating, and the disaster emergency operation organizations. The second level includes 25 factors of waring systems in community. We analyzed all the factors weighting values by specialists and scholars’questionnaires to calculate the evaluation value of each species. We also set up an evaluation approach for the evaluation the result of disaster management ability.

　This study choose two cases-Yu Feng and Niu Mian . Based on the results of this study, the total average valuation of disaster management ability in Yu Feng is 0.885. And disaster management ability of Niu Mian is better . The total average valuation of Niu Mian is 1. And the volunteer, the land use and the international trade, the emergency medical services training, the use of communication apparatus training, the geographic location and the inhabit safety monitoring should be done first.
